摘 要: 从理论上,战略性贸易政策较好地解释了当今的水平型产业内贸易现象;从实践上,战略性贸易政策推动一些国家经济持续快速发展。因此,战略性贸易政策自产生以来受到学界和政界的广泛赞许。我国高铁产业就是一个通过实施战略性贸易政策而获得成功的典型案例。由于高铁产业是典型的高新技术产业,存在巨大的外部经济效应,在国际市场上呈现明显的寡头竞争现象,因而高铁产业实为战略性贸易政策的理想目标选择。从高铁的发展实践看,在我国政府一系列战略性贸易政策的扶持下,不仅高铁产业得到巨大的发展,还通过外溢效应带动其他相关产业的发展,从而促进我国要素禀赋结构、产业结构和贸易结构的改善,既推动了我国比较优势的动态升级,也促进了我国经济的发展和人民福利水平的提高。 Theoretically, the strategic trade policy can explain the current level of horizontal intra - industry trade. In practice, strategic trade policy promotes the sustainable and rapid economic development in some countries. Therefore, strategic trade policy gets wide praise from the educational circles and political circles. China' s high speed railway industry is a typical case through implementation of strategic trade policy. Meanwhile, it is a typical high - new technology. There are huge outer economic effects and clear oligopoly com- petition phenomenon in the international market, then, high speed railway industry is an ideal choice for strategic trade policy. With the support of a series of strategic trade policies from central government, there are fast developments in high speed railway industry and relative industries. So, there are improvement of China' s factor endowment structure, industrial structure and trade structure. It does not promote the dynamic upgrade of China' s comparative advantage, but also promote the development of China' s economy and peo- ple' s welfare level.
