摘　　要： 善治是治理的发展，是政府和公民对公共行政事务的合作治理，其实质是国家的权力向社会的回归，还政于民；它表征着政府与公民之间的一种宽容为本、合而不同、合而共生的互动共进关系。善治在向度认识和路径选择上为行政体制改革注入了新的力量，行政体制改革则从观念变革、制度创新两个层面对善治作出回应。 Good governance is the development of management, a co-management of government and citizens in dealing with the public administrative affairs, the core of which is the returning of state power to the society and the people. It symbolizes the relation of interaction and advance resulting from permissiveness, co-individual and co-existence between the government and the citizens. Good governance has produced new energy for the reformation of the administrative system in the cognitive degree of orientation and the choice of the access. On the other hand, the reformation responds the governance with the idealistic reformation and the systematic innovation.
