摘　　要： 提出一种动态的救济需求的管理模式，采用数据融合、模糊聚类和TOPSIS技术，以解决在大型自然灾害关键救援时期由于灾区救济需求信息混乱不确定的情况下所出现的救援物资救灾队伍分配问题。该模型可以更新受灾地区内随时间推移被困人员的数量以通过数据融合数据近似估算出随时间推移的救济需求。 This paper presents a dynamic relief - demand management model for emergency logistics operations under im- perfect information conditions in large - scale natural disasters by using the data fusion, fuzzy clustering and TOPSIS tech- niques. The model is capable to update the time - varying numbers of the trapped survivals in each affected area and ap- proximate the time - varying relief demand with data fusion method.
