摘　　要： 合作社不同于“集体化”，不同于统分结合双层经营体制中的“统”，也不同于市场经济体制之下的其他市场主体。现阶段我国农民专业合作社发展出现“农民报酬有限”问题，缘由主要是合作社发展的政府政策变迁的探索性、发展模式内含着异化的实际逻辑和社员异质的负效应。由政府主导介入，通过“外力”启动和“内力”发展机制，是引导合作社健康发展的现实选择。 cooperative is different from collectivization and ＂the centralized operation＂ in the dual operation system characterized by the combination of centralized operation with decentralized operation, and is also different from the other market subjects. At present, the development of farmers＇ professional cooperative has brought about the some problem of famers＇ limited compensation, because of government policy change, connotation dissimilation of developing model and the negative effect of cooperative members＇ heterozygosis. The author submits a developing mechanism that government dominates to intervention. And it is a rational choice to guide co-operatives to healthy development by using the ＂external force＂ to start the ＂internal force＂.
