摘　　要： 城市文化发展,必须在贯彻落实国家系列文化政策的同时,结合城市实际情况,配套财税扶持、融资、土地利用及人才使用的配套措施,并配备必要的财政扶持专项资金,这将有力推动城市文化发展,提升城市文化的综合实力。文化发展应突出科技支撑的功能,应将科技创新放在文化发展领域中突出的位置。市民参与文化发展是当代城市公共文化政策发展的重要内容,也是实现城市文化创新管理的重要渠道。 The development of urban culture must give consideration to both national policy and local situation. It must take into account a complete set of finance, taxation, land use and human resources measures. Special funds must be dedicated to cultural projects in order to help develop urban culture and elevate its overall competiveness. Scientific and technological inno-vation is a critical supportive factor in this regard. Public participation should also be attached importance to since it is significant to policy innovation in urban culture management.
