摘　　要： 接受义务教育是全体适龄儿童的基本权利和义务,为保障学生的权益和国家义务教育事业的巩固和发展,需要强有力的学生资助制度予以支撑。随着义务教育财政体制的变革,学生资助制度也随之不断演变。当前,义务教育阶段国家助学金制度并未得到较好的落实与推行,针对已有义务教育学生资助政策存在的问题,需要在新的教育财政体制下设计更具适切性和包容性的资助制度。健全义务教育国家助学金制度有利于规范、促进和完善义务教育阶段贫困生助学工作,与其他教育阶段的助学金形成更加完整的国家教育资助体系。 Receiving compulsory education is a basic right and obligation for all the school-age children. To protect the students＂ rights and interests and consolidate and develop compulsory education, it needs strong students funding system to support. With the change of compulsory education financial system, students＂ funding system is constantly evolving. At present, state grants system in compulsory education has not been implemented and carried out well. In views of the existing problems of students＂ funding system in compulsory education, it needs to design a more suitable and inclusive funding system. To improve state grants system in compulsory education is beneficial for regulating promoting and preferring the work of impoverished students＂ subsidization. And at the same time, helping to form a more integrate state education grants system.
