摘　　要： "两为主"政策出台后,进城务工人员子女如何接受义务教育问题有了明确的制度安排。虽然中央政府要求以流入地政府为主解决非户籍学生入学问题,但这一设想在许多地区无法真正落实。本文以某地为例,分析流入地政府贯彻"两为主"政策所遇到的实际困难和财政压力,为进一步调整和改革现行教育政策提供一种思路。 After the issue of ＂Two -First＂ Policy,there is a clear institutional arrangement for the peasant workers＇ children on how to receive compulsory education. Although the Central Government mainly requires the input government to solve the non-permanent students＇ education,this idea can＇t be truly implemented in many areas. This article takes the input government as an example,analyzes the practical predicament and financial pressure of the input government in the implementation of ＂Two-First＂ Policy,and presents an example for further adjusting and reforming the current educational policies.
