摘　　要： 从政策工具角度出发,构建了创新驱动发展战略的政策三维分析框架,即政策工具维度(包括供给、需求、环境面政策工具)、创新驱动主体维度(包括政府、企业、高校与研发机构、中介组织)、创新驱动发展阶段维度(包括基础研究、技术研究与开发、产业化与商业化3个阶段)。以2015年3月中共中央国务院颁布的《关于深化体制机制改革,加快实施创新驱动发展战略的若干意见》为例,运用政策分析工具对中国创新驱动发展战略相关政策进行了分析。 A three dimensional analysis framework about innovation-driven development strategy was constructed based on policy tools,namely,policy tools dimension（including the supply-side,demand-side,environmental-side policy tool）,innovation-driven agents dimension（including the government,enterprises,institutions of higher education and RD institutions,intermediary）,innovation-driven development phase dimension（including basic research,technology research and development,industrialization and commercialization）.The State Council issued the ＂ Several opinions on deepening the reform of systems and mechanisms to speed up the implementation of innovation-driven development strategy＂ in 2015,by taking the policy as an example,it analyzed the innovation-driven development strategy policy using the policy analysis tools.
