摘　　要： 我国政府新闻发布制度30多年的建设与发展经历了以对外宣传为主导的新闻发布制度初步建立期,以政府传播与危机公关为主导的新闻发布制度全面建设期,以信息公开与危机沟通为主导的新闻发布制度完善与创新期,以新媒体技术为支撑的新闻发布与政民沟通互动模式形成及新闻发布信息公开工作全面提升时期。目前存在制度建设缺乏法律保障、新闻发布质量不高、新闻发言人素质良莠不齐、信息发布不及时、某些地方新闻发布制度建设流于形式,新闻发布效果评估与保障机制不健全等问题。今后一段时期,政府新闻发布制度建设的重点及趋势在于:新闻发言人队伍的专业化、新闻发布形式的多样化、新闻发布纳入政府公关与应急管理系统、新闻发布绩效考核与问责制度建立健全等。 The construction and development of the Chinese government news release system for more than 30 years of experience in foreign propaganda as the leading news release system established by the government,media and public relations crisis dominated the news release system of the overall construction period,the information disclosure and crisis communication as the leading news release system and innovation,in order to the new media technology to support the formation of the news and political communication interactive mode and press releases to enhance the information disclosure work period.At present there is lack of legal guarantee system construction quality is not high,press spokesman,the quality of information release is not timely,uneven in quality,some local news release system form,press release effect evaluation and the safeguard mechanism is not perfect and so on.For a period of time,the government press release key and trend of system construction is the spokesman of the professional ranks,the press release form,press into the government public relations and emergency management system,news performance assessment and accountability system establishment etc..
