摘　　要： 本文研究的主要内容是在08年以来延续至今的全球金融危机造成大量农民工返乡,在目前经济形势向好但就业形势依然严峻的后金融危机时期,政府如何做好选择不再外出务工的返乡农民工的就业创业工作,实现创业带动就业这一主题。本文基于对国内就业形势及返乡农民工就业创业的现状进行分析,阐述了返乡农民工就业创业面临的困难和问题,并针对这些问题,提出了促进返乡农民工以创业带动就业的对策建议。 面对当前全球金融危机肆虐后经济形势有所好转,但就业形势仍然不容乐观的情况,而农民工已经成为我国社会结构中的一个重要群体,返乡农民工就业创业问题既是一件关系民生的大事,也是一件关系社会稳定的大事,是摆在各级政府面前的一个崭新课题,返乡农民工就业与否关系到国家的国计民生,国家的长远发展,关系到我们和谐社会建设的长远大计。地方政府如何利用返乡农民工具有人力资本、物质资本、社会资本优势,化就业压力为创业潜力,实现从“输出一人、致富一家”的加法向“一人创业、致富一方”的乘法转变,同时加大农村人才资源开发力度,培养造就一大批有文化、懂技术、会经营的新型农民,对我国新农村建设意义重大。 本文共分为五章。第一章是绪论部分。对研究的背景和意义、国内外研究综述、研究思路和理论工具、创新点和不足进行了阐述。第二章是相关概念及基本理论概述。对返乡农民工的概念及特征、就业与就业需求及创业与创业需求的涵义、政府职能的基本理论及凯恩斯的充分就业理论做以概述。第三章主要是当前返乡农民工就业创业的现状分析。首先对目前全国就业的新形势、返乡农民工就业创业的基本情况、新特点进行分析,然后对国家和各省市的政策措施进行探讨,最后对南京市浦口区� The main contents of this paper is to continue in 2008 since the global financial crisis has caused a large number of migrant workers return home, in the current economic situation to improve, but the employment situation is still severe after the financial crisis, the government chose not to do a good job for Migrant Workers return of migrant workers employed in the undertaking of work, realize their business to improve employment this topic.
