GD银行人力资源配置诊断报告

摘  要: 不断深化的市场经济加快了企业竞争表现形式的转移:从产品竞争到市场竞争,再到人力资源竞争。在信息化、国际化、知识管理化的时代背景下,人力资源毫无争议的成为了企业的第一资源。充分利用人力资源、合理配置人力资源,是人力资源开发和管理的关键与核心问题,也是政府、企业单位、事业单位以及各类管理人员共同关心的焦点问题。 GD银行是CC银行在广东省设立的一级分行。GD银行提出“在未来五年内,使我行的经营效益、主要业务市场份额、资产质量、管理水平、客户和员工满意度等五个方面达到当地同业领先水平,资产规模达到当地同业第一”和“未来五年内,全分行资产、负债、中间业务收入、拨备前利润和人均收入五项指标翻一番”的总体目标,需要全分行人力资源的科学高效管理作保障。目前,GD银行仍存在业务规模与人员总量控制的矛盾、业务发展与人力资源结构不对称的矛盾,等等。无论与系统内其他分行相比,还是与广东同业相比,该银行在人均经济增加值、人均经营业绩指标、人均利润等指标上均存在较大差距,人均劳动效率偏低。要在新一轮竞争格局中确立优势地位,进一步科学合理地进行人员总量的配置和管理已经迫在眉睫。本文通过对GD银行人力资源总量、结构和配置情况进行量化分析和对比分析,并听取各个方面对改进人力资源管理意见和建议,对该银行人力资源配置进行诊断,找出所存在的问题及原因,提出优化人力资源配置的建议。 本文首先介绍了选题的背景和意义以及人力资源配置的理论研究情况。然后从人员总量和分布方面对GD银行人力资源配置现状进行介绍,并与其他银行进行了比较,重点与规模、性质、发展都与GD银行相似的AA银行进行比较。通过比较和调查,得出GD银行人力资源配置存在的问题,并对问题存在的根源进行了分析。最后对完善GD银行人力资源配置提出对策建议,从提升人力资源管理的战略定位、建立健全人力资源配置标准、调整组织结构和管理方式、完善人力资源配置的机制、存量人力资源的再造、完善新员工的招聘和培养方式等六方面提出解决GD银行人力资源配置问题的建议。 The further-deepening of the market economy has accelerated the competition transfer among enterprises: from products competition to market competition, and then to human resources competition. In the background of information technology, globalization, knowledge management, human resources is becoming the primary resource of enterprises without any disputes. In this context, how to make full use of human resources and how to rationally allocate human resources have grown to be the critical and core issue for human resources management, and turned to be the focal points for government, business, institutions, and as well as the managers and administrators. CC Bank is a large state-owned joint-stock commercial bank, GD Bank is one of the branches in Guangdong Province subordinating to CC Bank. GD Bank established the general objectives: 'In the next five years, the leading position is to be obtained in business efficiency, the market share in main business, asset quality, management level, customer and employee satisfaction, and No. 1 is to be pursued in asset size among the local banks.”“In the next five years, the branch bank is to double in assets, liabilities, intermediate business income, pre-provision profits and the per capita income.' In order to realize the objectives, the scientific and efficient management of human resources is badly required. At present, GD Bank still has some problems and conflicts between business scale and staff, and between business development and the structure of human resources. Compared to the other bank branches under CC Bank and to the banks of the same trade in Guangdong Province, there is a big gap in per capita economic value added, per capita operating performance indicators, per capita profits. The per capita labor productivity is low. In order to get the competition advantages in the new round of competition, the further scientific and rational allocation and management on human resources is extremely urgent. Based on the quantitative and comparative analysis on GD Bank, this article is to analyze and compare the total volume, structure and allocation of human resources. Meanwhile, it is to the advice and suggestions from different voices. It is to diagnose and identify the problems and their causes, and to put forward the suggestions on optimization of human resources Firstly, this paper tries to make clear why this topic is picked and to describe academic theories and context of human resources research. Next, it mainly introduces the present status quo of human resources in GD Bank and compares with AA Bank on the staff volume, staff distribution, business nature, and development. It also analyzes the problems of human resource allocation and finds out the causes of the problems. Finally, it puts forwards some suggestions and proposals:①to upgrade the strategic positioning of human resources management,②to establish and improve the standards of human resources allocation,③to adjust the organizational structure and management methods,④to further improve the human resource allocation mechanism,⑤to reengineer the stock of human resources,⑥to better the modes of employee recruitment and training, which are expected to enhance the quality and efficiency of incremental human resources in GD Bank.
