摘　　要： 改革开放以来,我国政治体制改革和政治文明建设,就是要从理论和实践两个层面不断提高我国政治民主水平,推进我国公民有序政治参与的发展。我国政治体制改革和政治文明建设是一个随着社会和实践的发展而不断向前推进的历史进程。研究公民有序政治参与的发展历程,现实中存在的问题及对策,对我们坚持马克思列宁主义的理论指导、建设和发展中国特色社会主义事业、继续推进马克思主义中国化的理论和实践,具有十分重要的理论意义和现实意义。 本文综合运用了理论分析、历史分析、比较分析等方法,在总结国内外学者对公民政治参与研究的基础上,对公民有序政治参与的理论、制度、行为进行了探讨。具体来说,文章首先对公民有序政治参与定义、内涵及国内外公民政治参与理论成果进行了阐明和总结。然后从理论层面论述了公民有序政治参与同社会经济的关系,尤其针对改革开放以来社会主义市场经济建设的深入和发展给我国公民有序政治参与带来的影响。紧接着回顾了我国改革开放以来政治体制改革、政治文明建设、公民有序政治参与发展的历史进程,分析了当代我国公民有序政治参与中存在的问题及其原因。最后对我国现时代条件下如何推进公民有序政治参与提出对策建议。理论的价值在于指导实践,我们从理论层面对政治文明、公民有序政治参与进行探讨,其目的在于深入探寻、科学把握政治文明、公民有序政治参与发展的内涵及本质,不断推进我国政治文明建设、政治体制改革、公民有序政治参与的伟大实践。这是我们从事这项研究的初衷,也是中国特色社会主义文明的题中应有之义。 Since reform and opening, China's political system and political civilization, that is two levels from the theory and practice continuously improve the level of our political democracy, and promote the orderly political participation in China's development. China's political system and political civilization is a practice with the development of society and continue to move forward the historical process. Citizen political participation of the development process of real problems and countermeasures, right we uphold the guidance of Marxism-Leninism theory, construction and development of socialism with Chinese characteristics, Marxism in China continue to promote the theory and practice, with Shi Fen important theoretical and practical significance. This paper uses a theoretical analysis, historical analysis, comparative analysis, in summing up the political participation of citizens and foreign scholars on the basis of the orderly political participation theory, the system behavior is discussed. Specifically, the article first orderly political participation of the citizens of the definition, meaning and theoretical achievements of domestic and international civil and political participation were explained and summarized. Then theoretically discusses the orderly political participation with the social and economic, culture, production relations, especially in the reform of socialist market economy since the depth and development to our citizens the impact of orderly political participation. Followed by review of China's political system, political civilization construction, civil and orderly political participation in development since reform and opening up the historical process and of the Citizen Political Participation in Contemporary China's problems and why. Finally, under the conditions of our present age how to promote the orderly political participation made countermeasures. The value of theory to guide practice, and we civilization from the theory of political, civil and orderly conduct of political participation, aimed at exploring in depth, scientific understanding of political civilization, civil and orderly political participation in the development of the content and nature, and constantly push forward China's political civilization building, political reform, civil and orderly political participation of the great practice. This is our original intention in this study is socialism with Chinese characteristics civilization inherent meaning.
