摘　　要： 当前,国际社会经济的、政治的、军事的,文化卫生等的国家间的交往越来越频繁,国家之间人员和货物的交往越来越多,其增长速度远超任何历史时期。国家间人员和货物的正常交流无一不通过国家间设立的口岸,换句话来讲,一个国家的口岸交通管理的好坏对其与国际社会的沟通与交流起着举足轻重的作用,一个交通管理良好的口岸可以为出入境人员和货物提供安全快捷低成本的通关环境,大大促进一个国家与国际社会沟通的效率,大力促进其经济和社会发展,同时较好的保障国家安全;而一个交通管理混乱的口岸会导致出入境人员和货物通关效率低下,会导致口岸安全事故频发,严重阻碍一国经济和社会发展,也会影响到一国的国家安全。 然而,当前我国口岸交通管理普遍存在着很多这样那样的问题,口岸的交通管理水平严重滞后,口岸车辆、人员交通标识模糊混乱破旧,对车辆和人员的疏导管理随意性较大,没有一套严格规范的标准,也没有严格执行,由此可想而知口岸日常状况令人担忧。本文通过调查研究深圳市皇岗口岸,找出皇岗口岸交通管理存在问题,提出一套科学高效的交通管理方案。 本文第一章界定了研究的范围和研究的内容,讲述了研究的意义,并且分析综述了国内外的相关研究成果。第二章本文详细介绍了进行交通管理的基础,即交通设施,这包括交通标线、交通标志、交通信号灯、交通安全设施、照明设备、停车场、服务区等,这些交通设施是进行交通管理的基础条件,只有先规划好,建设好这些设施,才能管理好交通。在第三章,本文研究了皇岗口岸交通管理的现状、分析了其存在的问题,接下来本文分别在第四章、第五章具体提出了皇岗口岸机动车和行人的交通管理方案,通过分析机动车和行人的交通需求时间和交通需求空间分布特征,研究具体适宜的交通管理方法,以达到使口岸交通畅顺的目的,最后总结全文的研究内容和研究成果。 Currently, the international socio-economic, political, military, culture, health and othercountries becoming more frequent contacts between the national exchanges of people andgoods between the more and more of its growth rate much faster than in any historical period.People and goods between countries are all normal exchanges between nations, establishedthrough the port, in other words speaking, a country's port traffic organization andmanagement is good or bad for their communication with the international community andexchange play a decisive role in a well-managed port traffic organization for immigrationofficers and provide efficient and safe low-cost goods, the customs environment, significantlycontribute to a national and the international community, the efficiency of communicationand vigorously promote their economic and social development, and better protect nationalsecurity; and a chaotic traffic organization and management of port entry and exit of peopleand goods will lead to inefficient customs clearance, port security will lead to accidents,creating a serious impediment to a country's economic and social development, also affect acountry's national security. However, the current organization and management of China's traffic at the prevalenceof many of these kinds of problems, traffic control points lagged far behind the level oforganization and management, port vehicles and personnel transport logo vague confusiondilapidated vehicles and personnel to ease management of arbitrary large, there is no one setsstrict standards for specifications, but also not strictly implemented, the resulting situationcan be imagined daily crossings cause for concern. In this paper, research ShenzhenHuanggang to find Huanggang traffic organization and management problems and putforward a set of scientific and highly efficient traffic organization and management program. The first chapter defines the scope of the study and research the content, about thesignificance of the research and analysis summarizes the results of relevant research at homeand abroad. This chapter introduces the basis for traffic management, that transportationfacilities, including traffic markings, traffic signs, traffic lights, traffic safety facilities,lighting, parking, service area, these transport facilities for traffic management basicconditions, only the first planning and building these facilities in order to manage traffic. Inthe third chapter, we studied the status of traffic management Huanggang, and analyzes itsproblems, and proposed countermeasures, followed by paper at the fourth chapter, proposedChapter Huanggang specific vehicle and pedestrian traffic management program, byanalyzing the motor vehicle and pedestrian traffic demand of time and spatial distribution of traffic demand, traffic management study of specific methods appropriate to achieve thepurpose of making smooth flow of traffic control points, the full text of the final summing upthe contents and research results.
