广州洛溪大桥收费政策改革过程研究

摘  要: 路桥收费政策是一项促进我国交通建设,加快国家经济发展的公共政策。随着经济体制和国情的变化,多年前制定的路桥收费政策已经不再适应现代社会发展要求,政策改革迫在眉睫。实际上,因为市场经济和公民社会的发展,我国在改革开放时期制定的许多政策,包括路桥收费政策都在运行中暴露出各种问题,政策改革的研究也就显得十分必要。 本文以广州洛溪大桥收费政策改革为研究对象,运用实证分析法和文献研究法,研究这个成功的改革案例。基于多中心治理理论的视角,本文从多中心的主体构建、多中心机制建设和多中心程序完善三个方面入手分析洛溪大桥政策改革的全过程,并继续深入揭示我国政策改革中在主体、程序和机制等方面存在的问题,探寻造成这些问题的主客观原因。最后,基于打造由政府牵头,多中心制衡的治理模式,本文提出建立内外同化的多中心治理主体,形成信息公开、参与方便的政策改革机制以及规范、有序、民主的改革程序等建议,为优化我国现阶段的公共政策,提高公共政策科学性和民主性提供一定的理论指导。 Road-bridge’charge policy is such a public policy that has greatly contributed to the construction of transportation and development of economy in China. With the change of economic system and national condition in China, road-bridge’charge policy issued several years ago does not fit the need of social development anymore. It’s the urgent time for reformation in this charge policy. In effect, there are various problems with some policies made during the reform and opening up period, road-bridge’charge policy is included as well. Therefore, the research on the charge policy reform is of great necessity at present. Using empirical analysis and literature research, this paper has scrutinized the charge policy reform of Luoxi Bridge. Based on the polycentric perspective, this paper studies the whole process of Luoxi bridge charge policy reform which mainly includes major structure, the construction of polycentric mechanism and the perfection of polycentric procedure. Then it points out the problems which still exist in the subject, procedure, mechanism of policy reform, and analyses the subjective and objective reasons for those problems. At last, drawing on the model of polycentric balance leaded by government, this paper puts forward some suggestions on the well-organized and democratic fare policy reform, in order to set up the transparent, commodious and polycentric mechanism and standard of charge policy reform. In this regard, the thesis will contribute a lot to the optimization of current public policy and offer the theoretical guidance on the scientificity and democracy of public policy in China.
