摘　　要： 信任对人类社会的存在与发展有着极其重要的意义。在整个信任的体系中,社会信任是人和人之间交往的道德守则,法律及其先前的约定,是一种相互依存的关系。保障社会信任是保证人们稳定生活的一种安全保护措施,它能使整个社会呈现和谐的局面。而一个社会的正常运转都需要有一定程度的政府信任,政府信任是社会信任体系的核心,它会直接影响整个社会信任体系的稳定。同时,政府信任也是政治合法性的重要组成部分,它是否能保持健康的发展,直接关系到我国政治合法性的稳固,政府行政效能的有效发挥。因此,保持良好的政府信任是至关重要。政府信任反映的是政府和公众之间的关系,即公众对政府及其言行、政策的认同与接受程度。公众对政府较高程度的信任对于扩大政府影响力和权威,提高政府管理效率,进而促进社会良性运行和协调发展方面具有重要的作用。当公众对政府不信任时,就可能降低了政治合法性和政府的执政效率,增加执政成本,威胁社会稳定。近年来,世界各国政府信任弱化的事件频繁发生,且发生的频率呈上升趋势,严重危及社会的和平、稳定与发展。目前,我国正处于转型期,受到新旧体制的摩擦冲突、社会利益分化等诸多社会因素的影响,导致了政府在社会管理和服务水平、质量和意识等方面的行为,与公众的期待还有一定的差距,种种非理性行政行为在很大程度上削弱了行政能力,损害了政府形象,也影响了公众对政府的信任。从三鹿婴儿奶粉事件,湖北石首群体性事件,周老虎事件可看出公众对政府的态度更多的倾向于不信任,这对我国社会的稳定和经济的快速发展造成了不利的影响。因此,提升政府信任显得尤为重要。 本文从四个方面对这个问题进行了分析:第一部分包括研究背景和研究意义,主要说明研究的目标以及研究思路和研究方法,并对国内外有关信任及政府信任的研究进行了简单的回顾;第二部分是对信任及政府信任的相关概念界定以及其结构类型进行了阐述,寻找政府信任的相关理论以支撑以下的分析;第三部分是阐述了转型期以来政府信任弱化的表现,详细地分析了造成政府信任弱化的原因分析,进而说明了其问题带来的危害;第四部分结合以上的分析笔者提出对我国提升政府信任的对策思考。 Trust, as to the existence and development of human society, has an important significance. In the whole system of trust, social trust is the code of ethics among people interaction. Laws and its previous conventions are a kind of relationship of interdependence. Protection of social trust is a kind of security measure which ensures people live in a stable society and make the whole society harmonious. The normal operation of a society requires a certain level of government trust, which is the core of social trust system, and which will directly affect the whole community trust system. Meanwhile, government trust is also an important part of the political legitimacy. Whether it develops healthily or not, which relates directly the solidity of the political legitimacy and affects government administrative efficiency. Therefore, it is essential to maintain good government trust. Government trust reflects relationship between the government and the public, that is to say, the degree of acceptance that the public react the government and its actions and policies. The public who have a higher degree of trusting in government play an important role in several aspects below: expanding the government's influence and authority, improving government management efficiency, promoting social healthy run and coordinating social development. When the public do not trust in the government, it is possible to reduce the political legitimacy and the government's administrative efficiency, increase administrative costs and threat social stability. In recent years, the events of weakening government trust occur frequently around the world. What’s more, the trend is on the rise, which threats seriously social peace, stability and development. At present, China is in a transition period. Because of the effects of the interest’s conflict, social friction and differentiation, and many other social factors caused by the new system and the old one, there is still a certain gap between the public expectations and the government, which focuses on social management, government service level, service quality, service awareness and so on. So, the various non-rational administrative actions largely diminish administrative capacity, damage the government's image and affect the public's trust on the government. From the Sanlu infant milk power event, Group events in Shishou of Hubei province and the Zhou Tiger event, the public can see the attitude of the government is inclined to distrust, which causes adverse effects on our social stability and economic development rapidly. Therefore, it is important to enhance government trust. The thesis analyzes this question from four aspects: The Section One includes research background and significance, mainly explaining the research aims, research ideas and research methods. Meanwhile, it also includes a simple review on trust research and government trust research at home and abroad; The Section Two discusses the definition of the concepts on trust and government trust, and its structures and types, searching for the related theories to support the analysis below; The Section Three analyzes the development and the present problems of government trust since the transition period, and also includes analyzing the reasons and harms of weakening government trust; In the Last Section, combined with the analysis above, the author put forward countermeasures on how to enhance our government trust.
