摘　　要： 本论文通过以杭锦后旗为典型的案例分析,以规模经济理论、农业经济原理、农户行为理论、现代农业理论为理论基础,采用典型分析、比较分析、统计分析、逻辑分析、调查研究和分组比较法等方法,系统的研究了河套地区土地规模化经营产业发展现状和取得的主要成效,分析了土地规模化经营产业发展中存在的主要问题。在借鉴其他先进地区土地规模化经营产业发展成功经验的基础上,研究提出了河套地区土地规模化经营发展重点、发展策略,以及发展的对策和措施,初步探索了在国家粮食主产区河套进行土地流转规模化经营的一些思路和办法,这些办法可以对农牧民增产增收和脱贫致富起到了一定的促进作用。充分说明了在河套地区必须尽快实施土地规模化经营,通过土地规模化经营,河套地区才能摆脱现在农业发展的困境。 论文分析了河套地区已经形成了一些规模经营、现代农业发展的雏形,而且发展模式创新多样,一些业主的发展积极性比较高,部分产业化龙头已经开始建设自己的直营规模化原料基地,以及部分地区开展的试点,说明河套地区完全具备了实施土地规模化经营的条件。 本论文对于河套地区及其他相似地区发展土地规模化经营具有一定的指导作用。 论文找出了了河套地区土地流转规模化经营产业发展存在的主要问题,土地分散经营,机械利用效率低下,没有摆脱传统农业束缚,抵御风险能力低下。 论文还根据河套地区实际,从宏观和微观的角度提出了河套地区土地流转规模化经营产业发展的重点和发展策略,为土地规模化经营提供良好的发展环境。 In this paper, through Hangjinhouqi typical case analysis to economies of scale theory and principles of the agricultural economy, farmers behavior theory, the theory as the theoretical basis of modern agriculture, using a typical analysis, comparative analysis, statistical analysis, logical analysis, research and comparative law group and other methods, systematic study of the HETAO large-scale land operation in industrial development status and the main results obtained, analysis of large-scale land operation in industrial development in major problems. Paper identified the circulation of the Hetao of land the size of operation main problems in industrial development, land decentralized management, mechanical efficiency is low, not free from shackles of traditional agriculture, the low capacity to resist risks. The paper also according to the actual Hetao, from the perspective of macro-and micro-circulation of land proposed Loop-scale operation of industrial development priorities and development strategies for large-scale land operation to provide a good environment for development.
