摘　　要： 近年来,梅州市委、市政府提出“实现绿色崛起,推动科学发展”的发展战略,实现经济又好又快发展。专业镇是区域经济的重要组成部分,专业镇经济的发展水平直接关系甚至决定区域经济的发展水平。本文在对梅州市各专业镇的情况分析的基础上,提出完善专业镇的技术创新政策,促进专业镇经济快速发展。 本文共分五章,第一章是绪论,主要阐明选题的目的和意义,提出了论文的研究思路和方法。主要是针对梅州市专业镇以资源和农业为主的特色产业,运用区域经济理论和技术创新政策理论,在详细分析梅州市专业镇的基本情况和创新能力的基础上,提出完善梅州市专业镇的技术创新政策。 第二章是理论基础和文献综述。这部分内容在界定专业镇的概念的基础上,详细介绍了马歇尔产业区理论、韦伯的工业区理论、技术创新与扩散理论等等区域经济理论和国内学者对专业镇的研究的成果。分析了专业镇的类型、形成条件和成长机制。对技术创新政策理论及技术创新政策工具作了较详细的描述。指出专业镇经济不同于一般的产业集群的区域经济特点,其带有明显的行政区域特色,因此地方政府在专业镇经济的发展过程中起着非常重要的作用。 第三章是梅州市专业镇技术创新政策的现状分析。本章详细分析了梅州市专业镇创新能力情况和现有技术创新政策情况,指出了现有政策的不足和原因。 第四章是比较国内外专业镇技术创新政策情况,选择了广东省南海、中山和广州狮岭镇以及日本和欧盟的支持中小企业技术术创新政策作为案例进行分析比较,从中得到经验和启示。 第五章是完善梅州市专业镇的技术创新政策。本章分析了提出了完善梅州市专业镇技术创新政策的思路和应用合理的政策工具,从三个层面去考虑:首先从宏观层面应加强制度创新,优化专业镇的技术创新环境,针对梅州市的专业镇的特点特别应加强产权制度的创新;其次从产业集群方面应完善科技服务体系,促进专业镇产业集群发展,针对梅州市专业镇的情况特别应加强以技术服务和技术成果转化为主的科技中介服务机构的建设;最后从企业方面应加强激励机制,促进企业提升自主创新能力,主要是要加强产学研合作,提高技术成果的引进、消化、吸收的能力。 In recent years, Meizhou municipal government that 'to achieve green development and promoting scientific development,' development strategy to achieve fast economic growth. The second chapter is a theoretical foundation and literature review. This chapter, based on defining the concept of the professional town, detailed information on Marshall's industrial district theory, Weber's theory of industrial zones, technological innovation and diffusion theory, and so on Regional Economic Theory and domestic scholars, professional town research. Analysis of a professional town types, formation conditions and growth mechanisms. A detailed description of the technological innovation theory and technological innovation policy, policy tools. Pointed out that the professional town with a significant administrative economies of its regional characteristics, different from the general regional economic characteristics of industrial clusters, Therefore, local governments in the professional development of the town's economy plays a very important role. Chapter III is a professional town, Meizhou City, the status of technology innovation policy analysis. A detailed analysis of this chapter, the town of Meizhou City, the professional ability to innovate and existing technology innovation policies, and pointed out the inadequacy of existing policies and causes. Chapter IV is a more domestic and foreign professional town of technological innovation policies, and chose the Nanhai, Zhongshan Guangdong Province, and Guangzhou Shiling Town and Italy, the town as a case of professional analysis and comparison, have gained experience and inspiration. Chapter V is to improve the professional town, Meizhou city, technology innovation policy. This chapter presented a comprehensive analysis of the professional town, Meizhou city, the idea of technological innovation and application of policies and rational policy tools, From three levels to consider: First, from the macro level, should strengthen the system of innovation, optimize the professional environment for the town of technological innovation for the professional town, Meizhou city, the special characteristics of the innovation should be strengthened property rights system; Second, from the industrial cluster should improve the scientific and technological service system, promote the professional town industrial assembly cluster development, targeted the town of Meizhou City, the professional should be strengthened particularly with technical services and technological achievements in science and technology intermediary service-based institution-building; and finally from the enterprises should strengthen incentives to encourage enterprises to enhance the independent innovation capability, primarily to strengthen the production and research cooperation, enhance the technological achievements of the introduction, digestion, absorption capacity.
