摘　　要： 城市是人类社会经济发展的产物,城市化是生产力提高和社会进步的必然结果。城中村是我国城市化进程中存在的普遍而又独特的现象,其本质是城市与乡村方方面面的利益的冲突、融合问题。随着城市经济发展的提速,城市规模急剧扩大,城中村随着城市发展逐步形成。城中村给城市的发展带来了许多负面影响,如“城中村”存在着建设布局混乱、卫生条件恶劣、基础设施配套不完善、社会治安复杂等问题,影响着城市的和谐及持续发展。因此改造“城中村”并使其融入城市综合体系显得十分迫切。 城中村改造是一个城市走向现代化的必由之路,是一项具有重大意义的工作,是我们全面提高城市化水平、改善人民群众生活质量的重要选择。因此,研究城市化进程中城中村的改造问题具有重要的理论意义和现实意义。 本文注重实证基础、理性分析和实践指向,抓住“利益平衡”这一根本,从细节入手,以广州市海珠区城中村改造问题为研究对象,运用EMBA所学的管理理论,把这一市场自身无法解决,政府和村民也无实力独自解决的难题,从投资讲究成本和效能的立场,从致力于解决问题的角度进行对策探讨,以求推动改造工作的科学实施。本文概述了城中村的概念界定、特征分析和改造的必要性及其基本内容和模式,介绍了国内外城市改造和城中村改造的有关理论,分析了国内典型城市的城中村改造和国外贫民窟改造的实践和启示。同时,系统分析了广州市海珠区城中村的现状、特征、产生的原因,以及改造现状和改造过程中存在的主要问题。在此基础上,有针对性地将20个海珠区城中村分为四种不同类型,分别采取半市场化的滚动式社区重建型、房地产开发型、政府依法赎买或整体租用方式及现代企业模式主导的综合整治型等四种不同方式进行了改造分析,最后从三个方面发挥政府主导作用,完善配套措施,科学推进海珠区的城中村改造:规划先行、指导和监管到位,政策配套、规范改造的“游戏规则”,以人为本、加强领导、保障有力。 The city is the product of the human society economy development. And urbanization is the inevitable result of enhanced productivity and the social progress. Village in the city is a prevailing and special phenomenon in the process of urbanization. The essence of village in the city is the product of conflict and fusion of interest between the city and the village in all aspects. With the speeding of urban economy development and the expansion of city scale, village in the city has been in shape step by step. Village in the city has brought many negative influences such as chaotic layout of the buildings, bad sanitation conditions, simple infrastructure facilities, complicated social securities and so on, which hold back the harmonious development and sustainable development of the city. Therefore, it is necessary to reconstruct village in the city and make it integrate into the city system. The reconstruction of village in the city is an inevitable course in the modernization of the city, a very important task, and our crucial choice to upgrade the urbanization and people’s living standard. So the study of village in the city in the process of urbanization has important theoretical and realistic meaning. This thesis emphasized the positive foundation, rational analysis and practice criterion. The study aimed at the problems resulted from the reconstruction of village in the city on the basis of balancing of interest, which was carried out through application of administrative theory from EMBA. The study did policy exploration to settle up the difficult problem which cannot be resolved simply by market, government and villagers for pushing on the scientific implement of transformation with consideration of cost saving and efficiency. This thesis presented a series of definitions and characteristics of village in the city. The necessity of reconstructing village in the city and the modes of reconstruction were also elaborated. Furthermore, the theory of transformation of domestic and foreign cities and villages were summarized such as the experiences and modes of transformation in the domestic typical city and slums in the foreign cities. At the same time, the systematic analysis about the status, the characteristics and the reasons for existence of the villages in the city in Haizhu District were represented. On the basis of above analysis, the villages in the city in Haizhu District were classified into four kinds such as partial market-oriented rolling community reconstruction mode, market-oriented real estate development mode, the legal governmental redemption or overall renting mode and modern enterprise leading comprehensive improvement mode. Finally the enhancing of governmental leading role, improving supporting measures and transformation of the villages in the city in Haizhu District should be pushed on from three aspects, i.e., rational supervision, improved supporting measures and effective guarantee based on the principles of people foremost and enhanced leadership.
