摘　　要： 本文从东莞市对外贸易发展的角度出发,对东莞市加工贸易转型升级的政府作用进行研究,主要运用历史分析、统计分析和比较分析的方法探讨和研究东莞市加工贸易的发展历程、存在的问题以及转型升级中的政府作用,并据此提出东莞市加工贸易转型升级的对策建议,以期促进东莞市经济的健康可持续发展。 首先是绪论,主要包括选题研究的背景、目的和意义,本课题的国内外研究现状,论文研究思路、基本方法和主要内容,论文写作难点和可能的创新点。主要起到引出问题的作用。 其次是理论基础,主要包括加工贸易及转型升级的基本概念阐述,加工贸易转型升级理论和政府作用理论。这为论文打下坚实的理论基础。 再次是探讨东莞市加工贸易转型升级中的政府作用,主要包括东莞市加工贸易的概述和东莞加工贸易转型升级中政府作用存在的问题及成因分析。 最后介绍了韩国和日本等加工贸易转型升级的情况,并就进一步推进东莞市加工贸易转型升级提出了对策。 This paper, from the Dongguan City's development of foreign trade perspective, carries out the research on the government's role in the transformation and upgrading of processing trade. It mainly uses methods of historical analysis, statistical analysis and comparative analysis to explore and study the history of the city's processing trade, existing problems, the role government plays through the transformation and upgrading of it, and accordingly put forward proposals about the transformation and upgrading of processing trade of Dongguan City, giving an impetus to the city's healthy and sustainable development in economy. The first part of the paper is the introduction, mainly including the following four aspects: the background, purpose and significance of the research; related researching conditions at home and abroad; ideas, basic approaches and main contents of the paper; difficulties and possible innovation of the thesis writing. The introduction intends to raise up the issue. The second part is the theoretical foundation, which mainly includes the elaboration of the basic concepts of transformation and upgrading of processing trade, transformation and upgrading theory of processing trade, and the theory of the role of governments. This part serves to lay a solid theoretical basis for the whole thesis. The third part of the paper is to probe into the role the Dongguan government plays in the city's transformation and upgrading of processing trade. This part includes two chapters: one is the overview of the processing trade in Dongguan city, the other is the problems and its cause analysis of the government's role in the transformation and upgrading of processing trade. The last part gives a glimpse into the situation in the korea and Japan and so on, putting forward measurements on promoting the transformation and upgrading of processing trade in Dongguan City.
