摘　　要： 民间组织的发展,是社会发展的必然趋势,是深化政治体制和经济体制改革的客观要求。民间组织的健康发展,促进了社会主义市场经济体制的建立和完善,她采取多样化手段和灵活的机制,以市场为导向,有效、合理地利用社会资源,扩大社会服务领域,尤其是行业协会等中介组织,行使了政府赋予的部分微观和行业协调等管理职能,较好地发挥了行业指导、服务、自律、协调和监督等作用,不仅维护了市场秩序,推动了社会公平竞争,而且为政府机构改革和职能转变创造了条件。本文以广州市建筑装饰行业协会为例,阐述现阶段广州市建筑装饰行业协会的职能定位,分析影响广州市建筑装饰行业协会职能定位的因素,提出解决对策并对广州建筑装饰行业协会的职能角色进行剖析。本文认为广州市建筑装饰行业协会应充分行使服务职能、行业代表职能、行业自律职能、制衡职能、行业沟通职能等。加快行业协会和中介机构的发展和改革,是建立和完善现代市场体系和制度的重要方面,是增强城市综合竞争力的战略举措,为了加快行业协会改革发展的步伐,提出如下对策:进一步转变政府职能,理顺管理体制,为行业协会创造更广阔的发展空间;加快行业协会立法步伐,营造有利于行业协会生存和发展的良好环境;支持行业协会自主办会;构建有利于行业协会规范发展的管理体制;加强行业协会自身建设。面对我国建筑装饰服务业整体竞争力还不高的现实,通过行业协会职能的加强,加上政府的扶持与引导,并积极借鉴国外的发展经验,努力形成具有我国特色的行业管理模式,实现我国建筑装饰服务业跳跃式的发展是有光明的前景。 The development of civil society organizations is not only the inevitable trend of social development,but also the objective requirements of deepening the reform of the political system and the economic system. The healthy development of civil society organizations promots the establishment and improvement of the socialist market economic system. The civil society organizations,especially the trade associations and other intermediary organizations, use the social resources effectively and rationally, exercise some of the micro-and industry coordination management functions given by the government and play the role of industry guidance, service, self-discipline, coordination and supervision better by diversifying the means and flexible mechanism and using market-oriented. As a result, it not only maintains the market order, promotes fair competition in society, but also creates the conditions for reforming the government institutions and functions change. Teking the Construction Decoration Industry Association of Guangzhou as an example, the author explains its functions at the present stage, analyzes the factors which impact its function orientation, proposes solutions and analyzes its role of functions. The author thinks that it should management functions of a good service , industry representatives, the industry self-regulation, the external checks and balance and the industry communicator. Accelerating the development and reform of the trade associations and intermediary organizations is not only an important aspect of establishing and improving the modern market system but also the strategic measures of enhancing the city's comprehensive competitiveness. In order to accelerate developing the industry associations, the author proposes some measures as follows. First, transforming government functions, improving the management structure to create a more broad development space for the industry associations. Second, accelerating the pace of legislation of industry associations to create a favorable environment for its existence and development. Third, supporting the industry associations to run indepently. Fourth, building the management system which is good for the industry associations’development. Fifth, strengthening the Industry associations’self-construction. Although their overall competitiveness is not high, our architectural service industry can also have a bright future by strengthenng the functions of industry associations, having the Government's support and guidance, learning from the development experience of foreign countries actively and forming the industry management mode with Chinese characteristics.
