摘　　要： 随着全球环境意识的不断提高,外商直接投资与东道国生态环境问题之间的关系越来越受到人们的关注。外商直接投资促进东道国经济的增长,改善经济结构,增加就业。同时,其对环境的负面效应日益凸显。改革开放以来,江苏省吸收了大量外商直接投资,自2003年起,江苏省实际利用外商直接投资已连续六年保持全国第一,其中相当一部分投资于污染密集型产业,如化学、能源、橡胶、塑料、制革、纺织等产业,给当地的生态环境带来了很大的负面影响,影响了该地区的可持续发展。 鉴于此,本文在国内外研究的基础上,通过理论和实证分析相结合来研究外商直接投资与江苏生态环境之间的关系。本文的基本思路是:首先,介绍本文的研究背景及选题的意义,国内外学者在该领域的研究现状,提出本文的研究视角,研究方法,结构安排,以及本文的难点与创新之处。其次,进行理论分析,主要分析外商直接投资的相关理论,阐述污染的外部性及其内部化问题,介绍污染产业转移的一般理论和影响污染密集型产业转移的主要因素、外商直接投资对东道生态环境的影响机制/(包括说明外商直接投资含义和介绍东道国生态环境的定义/)。接着介绍污染密集型产业转移的形式及特征,论述污染密集产业转移的区位选择及环境保护强度对污染产业转移的影响,分析说明污染密集型产业转移与环境容量的关系。再者,进行计量分析,运用灰色关联度分析方法分析外商直接投资与污染物/(三废:废水、废气和固体废弃物/)排放量之间的相关关系,接着进行回归分析,计算出外商直接投资与污染物/(三废:废水、废气和固体废弃物/)排放之间数量关系。并分析外商直接投资对东道国生态环境产生的效应。最后,根据前面的分析结果并结合当前我国的实际,分别从政府、企业和个人的角度,对外商直接投资存在的问题提出相应的对策。 With environment protect consciousness intensified,the host national eco-environmental problems concerned with FDI become more and more important. So they draw all over the world people attention. Foreign Direct Invest /(FDI/) flows into developing countries, on one hand, it may promote the country's economic level improve the economic structure, increase employment, but at the same time, it pays great pressure on environment.Since reform and opening, a great deal of foreign direct investment flows into Jiangsu Province.From 2003 on, the actual use of foreign direct investment in jiangsu has maintained foremost for six consecutive years, a considerable portion of them invested in pollution-intensive industries ,such as Chemicals Industry, energy source industry, rubber industry, plastic industry, curry industry, spin industry and so on. It gave a big negative impact on ecological environment, affected local sustainable development. On the basis of the former researches in both domestic and abroad, I will employ theoretical analysis and empirical analysis to further research the relationship between FDI and Jiangsu' eco-environmental problems.The ideas of this paper are follow:Firstly,Introduction,the subject of this study is offered through generalizing the research of Trans-boundary Pollution Industry transfer and the confine of the study is fixed.Also theoretic and practical significance of this study is discussed.,I will explain Innovation of this paper. Secondly, theoretical analysis,I will mainly analyse theories related to FDI,the Externalities of pollution and Internalization of environmentnal cost.explain theories of Traps-boundary Pollution Industry transfer, the mechanism of eco-environmental impact under FDI/(including the definition of FDI and host national eco-environmen/), Then illustrate transfer reason of Pollution-intensive industries and transfer forms, discussed location choice of Pollution-intensive industries transfer and how environmental protection impact on pollution-intensive industries transfer. Explain the relationship between pollution-intensive industries transfer and resource carrying capacity, environmental capacity.Thirdly,empirical analysis,I will examine thehypothesis of "pollution haven" through taking the case of foreign direct investment on Jiangsu chemical materials and chemical products industries.we use gray correlation analysis to analyze the relationship between FDI and pollution variation /(waste water, exhaust gas and waste residue/). Follow, calculate quantitative relation between FDI and pollution variation /(waste water, exhaust gas and waste residue/).,i will present the eco-environmental effects of attracting FDI,including postive impact and negative impact.Finally,On the basis of previous analysis and current actual situation in China,i raise my countermeasures according to existing problems.
