摘　　要： 西藏是中国领土不可分割的一部分,达赖集团出逃印度后,试图依靠国外力量,实现“西藏独立”。国际上的一些国家和组织企图借助、利用达赖集团,遏制、分化中国。 然而西藏属于中国领土不可分割的一部分的事实并没有改变,国际上没有一个国家政府公开或正式承认达赖的“流亡政府”。进入21世纪以来,由于中国的崛起、中国与世界各国友好关系的发展、国际形势的新变化以及达赖集团的内外矛盾等因素,印度、西方等一些国家或国际力量对达赖集团的态度逐渐发生转变。 本文采用举例论证、比较分析等方法,对达赖集团的发展及其国际因素的影响与变化作些初步的探讨。首先梳理达赖集团的发展过程,然后分析达赖集团发展的国际因素,接着探讨达赖集团国际因素的发展变化,最后对达赖集团的前景作了展望,并提出一些具体对策。进而指出达赖集团在国际上走向没落的趋势。同时,结合中外关系的发展和21世纪中国的具体国家战略,对中国可采取的具体对策和措施提出了相关建议。 Tibet is an inalienable part of China,After the Dalai clique fled to India,trying to rely on foreign forces to achieve 'Tibet independence.' International organizations and some countries attempt to take advantage of the Dalai clique to contain and divide China. Tibet is an inalienable part of China did not changed.No country and national government In the international community recognized the Dalai Lama's 'government in exile'.Since entering the 21st century,due to the rise of China,the development of China's friendly relations with countries around the world,Changes in the international situation,Internal and external contradictions in the Dalai clique,India,Western and other countries or international forces on the policy of the Dalai clique is the support to change to do not support. In this paper,First sort out the development process of the Dalai clique,and then analyzes the development of the Dalai clique of international factors,followed by the Dalai clique to explore the development and changes in international factors,and finally the Dalai clique and its prospects are described,and made a number of specific measures.the international factors supporting the Dalai clique,India and Western countries and their change in policy outlook for a comprehensive exposition,which pointed out that the Dalai clique to the decline in the international trend.Combination of Chinese and foreign relations and China in the 21st century country-specific strategies that can be taken on China's specific measures related to the recommendations put forward.
