摘　　要： 由于政府对农村社会保障投入不足,导致农村社会保障存在覆盖范围小、保障功能差、资金缺乏、社会化程度低等缺陷,无法满足农村村民的需求。在这种情形下,需要在政府举办的社会保障体系之外寻找其他的保障方式以满足农村村民的需求,而发展农村社区保障无疑是明智的选择。农村社区保障使政府的社会保障体系与农村社区发展工作密切结合,相互取长补短,共同担当起保障农村村民生存权与发展权的重任。随着农村社会结构加快转型和整个社会保障体系的改革,农村社区保障将发挥越来越重要的作用,值得我们进行深入的探讨与研究。 本文以博白县农村社区保障为实证研究对象,首先归纳出农村社区保障的概念、内涵,阐述发展农村社区保障的理论依据和现实依据,并概括出农村社区保障的体系框架。然后对博白县农村社区保障现状进行分析,在肯定博白县农村社区保障取得的成绩的同时,指出目前博白县农村社区保障发展中存在的主要问题,并客观地从政治、经济、文化等方面剖析了问题形成的原因。最后,针对博白县农村社区保障中存在的问题及成因,提出了以下对策:完善农村社区保障基础设施建设、进一步理顺政府和农村社区的关系、从多方面着手加强农村社区保障工作队伍建设、大力培育和发展农村非政府组织、强化农村村民社区参与。 As a result of the government's inadequate investment,the rural social security has a great defect,such as low coverage,poor security function,lack of funds,low degree of socialization and so on.The rural social security can not meet the needs of villagers.Under such circumstances,we must find other ways to meet the needs of villagers from outsides of the social security system.And it is a wise choice to develop the rural community security.Rural community security combines the social security system and the development of rural community closely with each other.It supports the tasks of protecting the survival right and the development right of villagers.With the high-speed transformation of rural social structure and the reform of entire social security system,rural community security will play an increasingly important role.so the rural community security is worth to be researched deeply. This paper based on the rural community security in Bobai County.First of all,the paper sums up the concept and the content of rural community security,elaborates the necessity and theoretical basis of developing rural community security and generalizes the framework of the system of rural community security.Then the paper analyzes the status quo of rural community security in Bobai County.After describing the achievements of rural community security in Bobai County,this paper points out the main problems in the development of rural community security in Bobai County and objectively dissects the causes of the problems from political, economic,cultural aspects.Finally,in connection with the causes of the problems of rural community security in Bobai County,the paper puts forward the following countermeasures: carrying forward the construction of the rural community security infrastructure,further rationalizing the relationship between the government and the rural community,strengthening the building of workforce of rural community security from different aspect,nurturing and developing the rural non-governmental organizations,strengthening villager's participation.
