摘　　要： 近年来,随着我国政府对信息交互需求的增加,很多地方的政府职能部门已逐步实现了与其业务相关的管理信息系统,但由于各种历史的原因,开发者很少考虑与其它系统的交互,在开发各个职能部门应用系统时,仅根据各自的信息要求和特定的应用选择了各自的软硬件开发环境,导致了这些应用系统环境的不一致、数据格式不统一、不同系统间缺乏数据传递的统一机制,这使得政府内部各应用系统间难以实现数据共享和交换。随着电子政务信息化建设的推进,现在政府各职能部门比以往任何时候都更需要实现数据交换,不仅要实现各职能部门应用系统之间的数据交换,而且还要实现职能部门应用系统与政府对外服务系统的数据交换。实现不同系统之间数据共享与交换的首选方案是增加一个中间数据交换平台,然而中间数据交换平台的建设首先碰到的难题是政府各职能部门数据的异构问题,其次是各应用系统的软硬件平台异构问题。如何解决政府各职能部门异构平台下应用系统之间的异构数据的共享和交换问题,成为当前电子政务数据交换领域研究的热点,也是当前迫切需要解决的核心问题。 传统的数据交换技术主要有:专门开发数据交换接口、总线和适配器技术、数据仓库技术和基于元计算的信息资源共享技术。这些技术缺乏统一的信息标准,而且不能适应在异构平台和不同语言开发的应用程序环境下进行数据共享和交换。目前,国内已有多家软件开发商对电子政务数据交换方面进行了一定的研究,并开发出各自的电子政务数据交换平台,虽然这些产品能较好地解决了政府内部各职能部门之间的数据交换问题,但由于都采用了数据库订阅//发布的技术来实现不同应用系统数据库之间的信息交互,因此,它们只能针对几种具有订阅//发布功能的关系数据� In recent years, with the Chinese government in an increased demand for interactive information, many local government departments have been gradually realized their business-related management information systems, but due to various historical reasons, developers rarely consider the Interaction with other systems, the various functional departments in the development of application systems in accordance with their specific information requirements and their choice of software and hardware development environment, led to these application system environment inconsistent, lack of a unified data format, a lack of different systems the unification of data transfer mechanism, which makes the application of the internal systems difficult to achieve data sharing and exchange. With the development of E-Government, the government departments need to exchange their data urgently now, not only to achieve various functional departments of the data exchange between systems, but also the functions of government departments and application systems external services for data exchange system. There is an urgent need to develop an intermediate data exchange platform,but the first problem before developing Data Exchange System is the heterogeneous data source in government units` system, and the second is these system's heterogeneous. How to resolve these systems’heterogeneousness and data source's heterogeneousness become the hotspot in E-Government data Exchange research and the urgent problem needed to be resolved in application. Traditional data exchange technology are: the development of specialized data exchange interface, bus and adapter technology, data warehouse technology and the element calculation based on the sharing of information resources technology. These technology lack of a unified information standard, and neglect the heterogeneous platforms and different languages application development environment for data sharing and exchange.
