摘　　要： 社会主义和谐社会理论是中国共产党人的基本政治理念，也是时代的一个重大课题。社会和谐的构成大致可以分为三个层面，第一层面是人际和谐、利益和谐，第二层面是制度和谐、政策和谐，第三层也是最深层次的，是以价值观为核心的伦理和谐。其中，重点是利益和谐，关键是制度和谐，而难点是伦理和谐。无论是哪一层面，其不和谐根源都集中产生于利益、权力、资源分配的问题之上。关于利益、权力和资源的分配是现代政治的核心问题，而处理利益、权力和资源分配的理念、价值导向，“应该”与“不应该”问题却是政治伦理要解决的核心问题。因此，本文认为政治伦理规范的构建对于社会主义和谐社会建设有着重要的理论价值和实践意义。 本文从政治价值理念、制度伦理、政治行为主体道德自律三个方面，审视和分析了当前社会主义和谐社会建设中存在的政治伦理缺陷问题；研究了社会主义和谐社会与政治伦理及其规范之间的关系等问题，提出了： 1．和谐社会与政治伦理的内在相关性，源于和谐社会本身蕴含的政治伦理意义和政治伦理对构建和谐社会的促进作用。 2．政治伦理规范独有的自律性、善恶评价和价值导向功能和法律规范相互补充，在非对抗性矛盾占主导地位的社会里，更利于化解社会冲突，弥合社会裂痕。 3．公正、博爱、民利与和平是当前建设社会主义和谐社会的政治伦理规范基本架构，并对政治主体及政治行为人结合社会政治实践如何遵循和内化上述规范的具体问题进行了探讨。 4．对中国传统政治伦理规范进行了归总、分类及简要评价。 可能创新点： 1．提出具有普适意义的社会主义和谐社会的政治伦理规范架构和内涵。 2．提出政治伦理规范在宏观上引导着全社会文明建设的善，在微观上影响着个体道德，尤其是政治个体的道德完善，有利于社会主义和谐社会的构建。 3．提出应将伦理学中“手段善”与“目的善”的区分及关系，应用于政治伦理规范对社会政治活动的导向和约束中，要求社会政治活动中的善应然是“目的善”与“手段善”相结合的一种“复合行为”。 4．指出我们党自我完善和自我发展的自觉意识与政治道德规范的自觉和导向特性在本质上具有同一性，加强政治伦理规范的研究与实践是作为领导和建设社会主义和谐社会的中国共产党的自觉要求。 Theory of building a socialist harmonious society is a base political idea of Chinese Communist Party, as well as an important task. The harmonious society approximately consists of three stages. The first stage means interpersonal harmony and profits harmony. The second stage means system harmony and policy harmony. While the third stage is the deepest one, which is ethics harmony with the values at the corn. Among them, profits harmony is the major point, system harmony is the key point, and ethics harmony is the difficult point. No matter which point, such disharmony results from the problems of profit, right and distribution of source. The central issue of modern politics is distribution of profits, right and source. While the central issue for political ethics to resolve is how to guide the idea and value of profit, right and source, as well as the problem of 'should' or 'should not'. This article gives the opinion that the construction of political ethics norm is very important for building a socialist harmonious society both in theory and in practice. This article surveyed and analyzed the defect problems of political ethics in building the socialist harmonious society at present, from idea of political value, system ethics and moral discipline of political action subject. The article also studied the relation among the socialist harmonious society and political ethics and its norm, offered several opinions as following: 1. The inner relationship between the harmonious society and political ethics originated from the significance of political ethics contained by the harmonious society itself and the stimulus to build a harmonious society by the political ethics 2. The peculiar characteristics of political ethics norm, such as self-discipline, evaluation of virtue and evil and the function of guiding value complement with legal norm. Which is favorable to resolve the society conflicts and heal the rift of society, in a society which is dominated by the non-antagonitic contradictions. 3. Justness, universal love, citizen benefits and peace are the foundational framework of the political ethics norm for building the socialist harmonious society at the present. The article also discussed the specific problems about the subject and persons of politics how to comprehend and keep to the norm combined with the social political practice. 4. Summary, classify and briefly evaluate the traditional norm of Chinese political ethics. The study maybe bring new ideas as following: 1. Put forward a framework and significant of political ethics norm that generally fit for building the socialist harmonious society. 2. The political ethics norm macro-guide the 'good' of social civilization building, while micro-influence individual morality, especially moral improving of political individual will be benefit to the construction of the socialist harmonious society. 3. The differences and connection between 'instrumental good' and 'good as an end' should be applied to the guiding and controlling to social political activities by the political ethics norm. The 'good' in the social political activities should be a kind of 'combined action' integrated 'instrumental good' with 'good as an end'. 4. Pointed out that the consciousness of self-perfecting and self-development of our party are identified with consciousness and guiding characteristics of political ethics norm in essence. Strengthening the study and practice of political ethics norm is a conscious request of Chinese Communist Party , the leader of guiding and building the socialist harmonious society.
