摘　　要： 廉价政府作为指导政府改革的理念具有重要意义，它直接针对当下世界各国普遍关注的政府成本问题尤其是我国政府成本过高现状给予了理论上的回应。全面系统地研究廉价政府的内涵、特征、要求以及总结历史上、国际上关于构建廉价政府的理论资源，对于深化我国政府改革以求形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制具有十分重要的意义。鉴于此，本文就廉价政府的理论和实践作了一定的探索。 本文分为五个部分： 第一部分，阐述了“廉价政府构建研究”选题的背景，这是本文写作之“合法性”所在，廉价政府的主张亦体现了笔者的学术关注。笔者尊重和肯定学界先行者的研究成果，对他们关于廉价政府的研究作了学术史的梳理。做这种细致的工作的同时，笔者发现了该领域内一些尚可欲的创新点。 第二部分，阐述廉价政府的一般理论。本文在学术积累的基础上，重新界定了廉价政府的内涵，并把政府成本作为廉价政府内涵中的核心要素。这样，笔者通过区分“可量化政府成本”和“难量化政府成本”的路径揭示了廉价政府的特征。 第三部分，梳理并探索了西方自由主义的廉价政府理论、马克思主义的廉价政府理论以及当代西方政府管理理论对廉价政府的论述。就我国而言，构建廉价政府的前途在于以马克思主义的廉价政府理论为指导，并批判地吸收西方自由主义和当代西方政府管理理论中一些可行的举措。 第四部分，分析了我国政府成本过高的表征和内在原因。本文通过实证的方式如大量数据、材料展露了我国政府成本过高的现状，并指出这种现状带来的各种问题，然后就造成这种现状的原因作了深度剖析。 第五部分，探讨了我国构建廉价政府的对策、方法。笔者认为对“可量化的政府成本”的处理应该通过财政预算硬约束、政府机构和工作人员编制法律化、量化政府及其工作人员的考核等实现；而对于“难量化的政府成本”的处理，笔者认为应以马克思关于经济基础与上层建筑的关系理论出发，完善市场经济、规范政府权力运作、实行民主政治等构建起一系列框架性条件；对于目前耗费政府成本比较突出的领域，笔者提出了一些技术性的解决方法。 The idea of Cheap-running government which guides the government's reformation has an important meaning. It aims directly at the governmental cost problem that is popularly discussed around the world, especially concerns such a situation that the Chinese governmental cost is so high for the present. So, to study the governmental cost comprehensively and systematically and take a deep debate on its content、character、request and try best to sum up the historical and international experiences of how to construct a cheap-running government are quite important. Those works will do more to conduct a comprehensive and systematic study on the governmental cost of our country .Without doubt, those works are helpful for our country to deepen the reform of administrative and managerial system and form one that is fair and transparent, incorruptible and efficient and that can standardize the civil servants'behavior, coordinate the running of administrative affairs. Base on the purpose, the author explores the theory and realistic experiences of cheap-running government. The text is divided into five parts: In the fisrt part, the author makes a elaboration of choosing the topic—cheap-running government. This is the legitimacy of why I write this text. The assertion of constructing a cheap-running government is just the author's academic attitude. The author respect and commend the research results that were delivered by the former researchers, the author also comb much of their research results in order to form a historical clue of the theory. With such delicate works go,the author discovers some desirable innovative points in this field which is talked in this text. In the second part,elaborate the general theories of the cheap-running government. Be based on the foundation of of the academic accumulation,the author re-definitined the content of cheap-running government,and use the concept 'governmental cost ' as the core factor in the content of the cheap-running government. Furthermore the author revealed the character of the cheap-running government by making distinctions between 'easily-calculate governmental cost' and 'difficultily-calculate governmental cost'. In the third part, comb and investigate the cheap -running government theories of the west liberalism, the theories of maxism, and the theories of the contemporary western governmental management. For our country, the prospect of setting up a cheap-running government lies in taking the cheap-running government theories of maxism as the principle,criticizing and absorpting the useful part which liberalism and the contemporary western governmental management theories include. In the forth part,the author analyzes the status quo of and causes for our government's super-high governmental cost by enumerating the figure、the data materials which point out the problems seriously. Then the author deeply analyses the causes for our government's high governmental cost. In the fifth part,the author explores the countermeasures against the problem of lowering our governmental cost. In the one hand,as to deal with the 'easily-calculate governmental cost',we can draw up the law to make the public finance budget run authoratatively and to prevent the government organ and staff from booming irrationally; In the other hand ,as to deal with the 'difficultlily-calculate governmental cost', we can hold the theories of maxism which has a deep view in to the relationship between the economic foundation and the superstructure of society as the principle.Only if we understand the problem ,we can construct a basic structure to let the cheap-running government come ture, such as to perferct the system of market economy, make sure that the government power run in the rule of law ,put the democracy into practice, and so on.
