摘　　要： 城市土地是城市形成与发展的基础,是城市社会、经济、政治、文化等各项活动的载体,因此城市土地资源利用的合理性,直接关系到城市的兴衰与区域经济发展的可持续性。城市土地利用过程与农用地、林地利用等相比要复杂得多,城市土地除了具有数量上的有限性、空间上的固定性、供给上的稀缺性、使用上的永续性等土地资源的一般共性外,还具有用地类型上的多样性、使用功能结构上的复杂性、土地区位上的极端重要性和利用上的高度集约性。因此,城市土地可持续利用就是为满足城市经济增长对土地的需求,保持和提高人居合理、经济可行及社会公平的土地利用结构和利用方式。如何最有效地使用城市土地,形成合理的有机联系的城市土地空间结构,使城市土地趋于可持续利用,是城市经济学、城市地理学和城市社会学等学科关注的问题之一。 本文论述了可持续性土地利用的相关理论,土地利用可持续性评价的基本内涵特点,在对国内外的可持续性土地利用的研究成果以及存在的问题分析总结的基础上,寻找可持续发展与土地利用的结合方式。以新疆快速城市化发展的、人地矛盾突出的首府乌鲁木齐市为例,在对乌鲁木齐市自然环境、经济、产业结构、人口特征现状进行分析的基础上,建立了包含资源环境合理性、经济可行性、社会可接受性三大准则层的评价指标体系。采用定性分析与定量分析相结合的方法,在结合专家咨询的基础上运用层次分析法确定指标权重。采用多目标线性加权求和法和障碍度模型对乌鲁木齐市城市土地持续利用状况进行综合评价。并通过障碍度模型找出影响城市土地持续利用的因素。根据土地持续利用评价结果以及障碍因素分析,有针对性的提出乌鲁木齐市土地持续利用的对策。 最后给出结论,指出了论文的创新之处和有待进一步研究之处。 The urban land is the foundation of city forms and development, is the carrier of city society、economy、politics、culture and so on, therefore city land’s rational utilization, directly related to the sustainability of city vicissitude and region economy growth. Compared with farmland use, forestland use and so on, The process of urban land use is more complicated. Except the land resource’s common characters such as limited quantity, space stationary, supplies scarce, the continues use, city land has type multiplicity, in the use function structure complexity, the land position extreme importance and uses on highly intensive. Therefore, the city land sustainable use is to satisfy economic growth to the land demand, maintains and enhances land use structure and the use way with the person to occupy reasonable, the economy is feasible and the social justice. How to use the city land effectively and forms the reasonable city land spatial structure, enable the city land to tend to the sustainable use, is one of the problem that is concerned by the urban economics, the city geography and the urban sociology. This article discussed the related theory of sustainable land use, the basic connotation of sustainable land use evaluation, and to find out the sustainable development and the land utilization union way base on summarizes and analysis the research on sustainable land use in the domestic and international. Take Urumqi, which with the fast urbanization development and the prominent person-land contradictory as an example, analysis the natural environment, economy, industrial structure and population character of Urumqi. Then built the evaluating index system of sustainable land use from the resources and environment, economy, and society. Calculated weight of each index with Analytic Hierarchy Process and Delphi method, and got the level of land sustainable use of Urumqi with multi- goals linear adding weight method and the model of obstacle degree, which found out obstacle factors affecting the urban land use. Consequently puts forward several measures to the sustainable development of this city, which is based on the analysis of the evaluation results and the obstacle factors. Finally give out the conclusion of the article, points out the possible innovation and further studies.
