摘　　要： 当代科技发展趋势，使单个企业无法完成整合地区乃至全国的资源，推动国家层面技术创新的使命，使得原来以企业为唯一主体的技术创新模式发生了根本改变。政府在整合各方面的资源，推动技术创新的作用日益突显。特别是进入20世纪90年代以来，由于信息革命的飞速发展加速了全球经济科技一体化，企业虽仍是一国竞争力成长的根本，但是政府的作用也成为提高国家竞争力的关键因素，提高国家竞争力、促进经济增长已成为各国政府公共R/&D政策的新职能和新职责。 但在理论研究中，不管是秉承熊彼特创新观点的技术创新理论，还是将技术内生化的内生增长理论，都将政府公共R/&D视为矫正R/&D活动市场失灵的手段而已，研究的重点主要集中于讨论其解决R/&D市场失灵的有效性上，基本上没有涉及政府公共R/&D对经济增长直接作用的机制。只是到上世纪90年代初，才有少数西方学者试图在理论上解释政府公共R/&D对经济增长的作用机制。 当前，我国正处一个战略机遇期，加强自主创新能力、建设创新型国家已成为国家发展的战略之一。虽然，我国已初步建立起企业、政府多元化的R/&D投入格局，但由于受到企业自身规模的限制，在相当长的时期内，政府公共R/&D仍扮演着重要角色。因此，从理论角度揭示政府公共R/&D与经济增长内在的联系机制，如何更有效发挥中国政府公共R/&D在经济增长中的作用，提高自主创新能力，在当前就显得紧迫而极有现实意义。 本文以政府公共R/&D与经济增长内在联系机制为研究主题，继承了Aghion /& Howitt/(1998/)所建立的新熊彼特主义/(Neo-Sebumpetertan/)内生增长模型的主要思想，通过引入政府公共R/&D变量，构建了包含政府公共R/&D支出的内生增长模型，完整地刻画了政府公共R With the development of contemporary science and technology, single corporation cannot integrate local or countrywide resources and bring forward national technical innovation, and thus original technical innovation model that regards only corporations as innovation subject has been changed radically. Nowadays the government takes more and more important part in integrating resources of all fields and putting forward technical innovation. Especially since 1990s, communication revolution has been accelerating global economic, scientific and technical integration. Although corporations' international competition decides national competitive competence, governmental part is also the key factor. So the new function of governmental public R/&D policy is to enhance national competitive competence and promote economic growth. Yet among theoretical research, both technical innovation theory and endogenetic growth theory regard governmental public R/&D as a supplement to rectify market failure. They mainly argue how to settle marker failure effectively, and hardly refer to functionary mechanism between governmental public R/&D and economic growth. Only since early 1990s, a few western scholars have begun to do research on this problem. Nowadays China meets strategic opportunities, to enhance innovation competence independently and build an innovative nation is one of our strategies. Although we have constructed a multiplex R/&D expenditure pattern including corporations and the government, governmental public R/&D will still play an important part in a long time because of the limitation of corporation's scale. Therefore it is very pressing and significative to discover the functionary mechanism between governmental public R/&D and economic growth, enhance the part of governmental public R/&D in economic growth and improve independent innovation competence.
