摘　　要： 目前，我国国防科研管理工作中存在着项目经费超概算、延期、监管力度小等问题，这些问题在一定程度上降低了国防科研投资的配置效率。经过研究发现，科研工作中的信息不对称是造成这些问题的重要原因。一般来讲，一个完整的国防科研管理流程一般分为决策、执行、运用三个阶段，本文通过对这三个阶段的分析，找出每个阶段信息不对称产生的根源，明确信息不对称是如何影响国防科研投资配置效率的，在理论上论证了在信息不对称条件下，如何设计科研管理体制来解决或者减弱信息不对称对国防科研投资配置效率的不利影响。 最后，文章对我国的国防科研管理体制现状进行了分析，并对如何减弱信息不对称的不利影响提出了几点建议：在国防科研管理指导思想上，以技术和效率为主导，结合其他评价标准，形成多层次的评价标准体系；完善国防科研招标管理体制；实行三军联合研究的科研管理体制；实行“报帐提款制”的科研经费管理体制；保持国防科研项目实施过程中一定程度的竞争；开展国际科研合作与贸易，实现军民两用；完善国防科研的法律、法规体系建设，增强法治观念。 At present, there are many problems, such as project' s actual outlay going beyond budgetary estimate, postpone, the strictness of taking charge of small etc, in the management of national defense scientific research of china. these problems take from the resource' s configure efficiency of national defense scientific research. By research, the asymmetric information in national defense scientific research was the important reason that drew down these problems. The paper analyses the national defense scientific research' s decision-making phase, execution phase, application phase, the source is found out that asymmetric information come into being from, how does the asymmetric information affect the resource' s configure efficiency of national defense scientific research, discusses how the manager design the management system of national defense scientific research to on condition that the information is asymmetric, to settle or weaken the disadvantage influence of the resource' s configure efficiency of nat ional defense scientific research that is aroused by the asymmetry-information. At last, the paper analyses Chinese manage system of national defense scientific research, give some advice that weaken the disadvantage influence of asymmetric information: in the aspect of the management direction idea , giving priority to technology and efficiency , other appraisement standard being assistant, to make up of multi-ply appraisement standard system; to consummate invite public bidding; to implement the management system of national defense that navy,air force,army unite to implement national defense scientific research; to carry out the scientific research' s outlay management system of "render an account- drawing" ; to maintain competition of the management of national defense scientific research; to develop international cooperate of national defense scientific research and commerce, realize civil-military two-using; to implement law -code of national defense scientific research, strengthen the rule of law idea.
