摘　　要： 一、科技领域的几组基本关系 改革开放不久，小平同志就颇有远见地指出：“要进一步解决科技与经济 结合的问题”，而到了一九九九年，全国人大九届二次会议的核心议题之一还 是“如何实现科技、经济两张皮的结合”，可见在近二十年的时间里，我们在 这个问题上所做的还远远不够。 科技与经济的结合，其关键是科技成果产业化，这已为大多数人所认同。 但我国目前在“科技成果产业化”运作过程中还存在着许多问题，其中有些问 题十分突出，已严重地影响了国民经济的快速、健康发展。所以发现并解决这 些问题便成了科技经济工作的重中之重。 要解决这些问题，首先应该明确我国科技领域的几组基本关系，因为对这 几组关系的认识是加快科技成果产业化的极其必要的条件，也是分析和了解科 技成果转化中诸多问题的起点和基础。 这些关系是： 〈一〉基础研究和应用、开发研究 基础研究对一个国家的长远规划和持久发展起着不可替代的作用，但在我 国，基础投入比例一直十分低微，这就使我们在高新科技领域及持久竞争力方 面存在着危机。现在，党和国家领导人已经深刻地认识到这一点，对它的重视 也日益加强。而对于应用和开发研究，长期以来，由于产业结构的低级和企业 对科技需求的不足，致使我们在对其态度上有些不甚明朗。邓小平同志早在八 十年代就提出“要重视应用研究”，而事实上一直没有得到切实有效的执行， 现在广为流行的说法是“加强企业自身的研究开发能力”。企业的研究开发在 一定程度上代� ?THREE BASIC RELATIONSHIPS IN SCIENCE FIELD Not long ago, the stylist of Innovation comrade Deng Xiaoping pointed that 'we should solve the problem of combining technology with economy quickly'. But until 1999, the key issue in the 9th.2 NPC was still 'how to combine the technology with economy', so we can draw such a conclusion: what we have done in the last 20 years about this problem is not enough ! The key of 'technology combine with economy' is technology production's industrialization, which has been recognized by the major people. However, there are many problems in this issue. Some of those are very serious and have been hampers on the progress of economies' development. So, find them and solve them have been the most important thing. If we want to solve these problems .the first thing is recognize clearly several basic relationships in our science field, because it is the start and foundation in analyzing and solving the most problems in the progress of technology industrialization. These relationships are: ?BASAL RESEARCH AND APPLIED RESEARCH, EXPLOITATIVE RESEARCH. Basal research is unique to the development of one nation's future and project. However, in our nation, the rate of basal research investment is too scanty, which make us fall in crisis on national permanent competition. As to applied research /& exploitative research, in long period, we haven't given enough emphases on them. At present, getting clear to the relationship of basal research /& applied research is very important to the development of our national economy and technology. ?TECHNOLOGY INNOVATION AND SCIENCE RESEARCH It's one typical issue in the relationship of economy /& technology. As we know, Enterprise is the principal actor of technology innovation, University and research organization are the principal actor of science research. Now, a relatively serious problem in our nation is our enterprises lack the capability of technology innovation, which has influenced
