摘　　要： 我国是世界上最大的农业国，大力快速发展农业是我国社会主义现代化建设的关键，而对于农业的发展来说，农村以及农民的转变是其根本性问题。农民的生活环境往往决定了我国农业将来的发展方向，所以新农村建设已经成为了目前我国现代社会建设中不可回避的重要问题。从我国的实际国情来看，城镇化建设同新农村建设必须要同时进行，这是我国实现现代化建设的必然选择。在2005年的十六届五中全会上指出，要实现我国农村“文明民主、经济繁荣、设施齐全、美观宜居”的现代农村要求，各级政府部门都以此为目标，推动新农村的建设。这是在我国经济发展的关键性时期，在我国全面建设小康社会的重要时刻的一项重大决策，这一决策为我国各个地区的新农村建设指明了前进的方向。 为了实现农村的富裕，改变落后的生活环境，让农民早日实现小康，新会区进一步推进城市公共设施向农村延伸、公共服务向农村覆盖，改善和优化新会区农村生产生活环境，提高农民生活水平，江门市新会区政府从落实科学发展观的战略高度，提出实施“五改、六有、七提高”建设工程，加快新农村建设的重大举措，计划用5年时间，实行“工业反哺农业，城市支持农村”，对农村经济社会建设进行全面、系统的改造和提升，从整体上、根本上缩小城乡差距。可是在整个新农村的建设过程中仍然存在着各种各样的问题，新会区作为资源型乡镇，新农村建设在江门属于先进行列，但目前尚没有对资源乡镇的新农村建设模式进行一次系统的、全面的、理论的总结和研究，本课题的研究，不仅是对新会区新农村建设下一步的发展进行探索，而且对我国其他资源型乡镇的新农村建设模式也有一定的参考作用。 China is the world's largest agricultural country, agriculture is the key to the rapiddevelopment of China's socialist modernization construction, and to the development ofagriculture, rural areas and farmers is the transformation of the fundamental problem. From the actual conditions of our country,urbanization and new rural construction must be carried out at the same time, it is aninevitable choice to realize modernization in china. In2005sixteen session of the fifthplenary session on ", according to the relevant requirements of production development,well-off life, rural civilization, clean and tidy village, democratic management", to promotescientific, steady, solid for the new socialist rural construction. This is in the key period of theeconomic development of our country, a major decision in the important moment of buildinga well-off society in China, the decision for the new rural construction of each area in ourcountry and pointed out the direction. In recent years, for the comprehensive construction of well coordinated development ofurban and rural, Xinhui, to further promote the city public facilities in rural areas, publicservice coverage to rural areas, improve and optimize the living environment of ruralproduction Xinhui District, improve the living standard of farmers, Jiangmen City XinhuiDistrict government from implementing the strategic height Scientific Outlook onDevelopment, proposed the implementation of "five change, six, improve the constructionproject," the seven major measures to speed up the happiness of new rural construction, plansto use5years time, execute "industry feeds back agriculture, the city supports thecountryside", to conduct a comprehensive transformation and upgrading, system of social andeconomic construction in rural areas, narrowing the gap between urban and rural areas,fundamentally. But in the process of new countryside construction still exist in a variety ofproblems, Xinhui District as a resource-based Township, new rural construction belongs to the advanced ranks in Yantai, but not yet on the resources of township new rural constructionmodel of a system, comprehensive, theoretical study and summarization, the research, is notonly to explore the development of Xinhui District, happiness of new rural construction in thenext stage, but also has certain reference function of new rural construction model for otherresource-based township of china.
