摘　　要： 广州南沙新区位于广州市南端，区位条件优越，生态环境良好，发展潜力巨大，辐射带动范围广阔，战略地位十分重要。加快南沙的乡村建设，推进城乡一体化是顺应广大人民群众对幸福生活新期待的根本要求，是新形势下全面提升城市发展水平的现实需要。 本文将在文献收集分析，对比国内外农村建设存在的问题、解决方案，分析村庄大量的分散住宅，人口素质低，村庄基础配套有待提高的问题，通过以美丽乡村试点建设为研究重点，对试点村实施中的现状分析美丽乡村试点建设的成效和不足，政府在建设管理方面的主要原因，以可持续发展、新型城市化理论为指导，实现南沙新区快速开发和建设中，提高农民居住和生活水平，研究近期可提供政府实施乡村建设管理的对策和建议，通过指导具体的管理政策和措施，完善村镇建设管理机制，做到村镇建设与新区发展同步。全文共分为三大部分: 第一部分绪论主要阐述本课题研究的背景、意义、方法和创新点,并对当前美丽乡村建设的研究现状进行理论综述。 第二部分分析南沙新区美丽乡村试点建设整体情况，以南沙新区的美丽乡村建设为研究对象,对存在的美丽乡村试点建设中突出问题进行分析，从区政府、镇街、市场、村民和参建施工、设计各方的建设管理行为以及在规划管理、项目管理、资金管理方面的原因，对比推演出影响美丽乡村试点建设主要的原因。 第三部分阐述了南沙新区美丽乡村建设管理的方法和思路，针对存在的问题和原因，找到南沙新区建设中，政府通过完善和加强村镇建设管理，建设环境宜人、可持续发展的新农村。 Guangzhou Nansha district is located in the southern city of Guangzhou, geographicalcondition is superior, the ecological environment is good, the development potential is huge,radiation wide, strategic position is very important. Speeding up Nansha rural development,promoting urban-rural integration is to comply with the broad masses of the people to thehappy life fundamental requirement of new look, is the new situation of promoting the citydevelopment level of reality. The existence of the contrast between domestic and abroad rural construction problemsand solutions, residential dispersion analysis of a large number of villages, population qualityis low, the village infrastructure needed to be improved, through a 'beautiful rural'construction as the research focus, the main reason analysis of beautiful village constructionachievements and shortcomings in the government building management, such as sustainabledevelopment, new city theory as guidance, to achieve rapid development and construction ofNansha New District, to improve farmers' living and life level, recent study can provide ruralconstruction and management countermeasures and suggestions to the implementation ofgovernment policies and measures, through the management of specific guidance, improvethe development of villages and towns management mechanism, so that the development ofvillages and small towns construction with the new synchronization. The full text is dividedinto four parts: The first part: The introduction mainly explains the research background, significance, methods andinnovations, and the current research status of beautiful rural construction theory is reviewed. The second part: Analysis of Nansha district village construction the overall situation, the beauty of theNansha district rural construction implementation as the research object, on the analysis ofexisting problems, from the district government, markets, villagers and cooperatedconstruction, design, construction and management behavior of all parties concerned to findfor planning management, project management, capital management reasons, compared toroot out the core. The third part: Based on the existing problems and reasons, this paper expounds the Nansha districtbeautiful beautiful rural construction method and train of thought, find the government,village collective construction such as the main body of work or improve the train of thought.
