摘　　要： 目前，我国正处于经济、社会的转型发展时期，各种突发公共事件通过网络媒体得以快速传播，社会舆情压力瞬间呈几何爆发式增长，这给我省政府及时、有效应对提出了新的挑战和要求。如何卓有成效的应对网络舆情危机事件，已经成为新媒体时代各级政地方府亟待解决的重要问题。 本文综合应用了公共管理学、危机管理学、传播学、信息管理学和公共关系学的基本理论和方法，综合运用文献研究、归纳比较法、案例研究、理论研究与策略研究相结合等研究方法，以广东省政府如何监管和引导网络舆情的现实意义为基础，阐明网络舆情的基本内涵与特征，归纳分析省政府管理引导网络舆情的经验、存在的问题以及制约性因素，并通过案例分析进行论证，对比国外政府监管引导网络舆情的主要做法和经验，并结合我国的国情，探析省政府在管理和引导网络舆情时应采取的方法和策略。 论文由六部分构成，第一部分，绪论。阐述了选题的背景、相关理论、研究意义，研究方法以及国内外相关的研究现状及综述等；第二部分阐释了网络舆情危机的相关概念及理论；第三部分，重点阐述政府网络舆情监管的对象、内容及监管的手段；第四部分以广东陆丰乌坎事件事件为例，对省政府在网络舆情管理中的存在问题及产生的原因进行分析；第五部分，借鉴国内外各级政府对于网络舆情监管的主要做法和经验，并结合我国国情、特点进行分析，指出国内外经验对我省网络舆情管理的启示；第六部分，主要从政府网络舆情监管的原则及应该采取的具体手段进行分析，从而为问题的解决提供了思路和对策。 In present, China is in the process of economic transformation and social transition,. various crisis hasbeen rapidly translated by network media，which has put forward higher requirements for ChineseGuangdong government's handling of the crisis. How to cope with the crisis effectively has become one ofthe most important issues demanding prompt solution from our government. This study is to demonstrate the current situation of supervision in internet public opinion and raisecountermeasures for government management of internet public opinion in Guangdong province byadopting the basic theories and methods from the field such as public administration, crisis management,the science of communication, information management science and public relations science, and thecombination of research methods of literature research, inductive and comparative method, case study,theoretical research and strategy research. Based on the practical significance of supervision and guidanceof internet public opinion for Guangdong province’s government, this thesis clarify the basic connotationand characteristics of internet public opinion, analyze the experience, the existing problems and restrictivefactors in the supervision and guidance of internet public opinion. Thought the analysis of the typical case,this study explore the methods and strategies on the supervision and guidance of internet public opinion byconsidering the foreign experience and present situation of Guangdong province. This thesis is divided into six parts：the first part is the introduction. State the topic background andthe significance in theory and reality, research methods as well as the domestic and foreign research status;The second part elaborates concepts and theories related to internet public opinion; The third part, mainlyelaborate the objects and specific content about government supervision of internet public opinion, andmethods of government supervision; As the part of case study, the fourth part takes the “wukan incident inGuang Dong' as the example and analyzes the problems of government supervision in internet publicopinion and reasons of governments' respond with the crisis; The fifth part, Based on the experience ofdomestic and foreign government on supervision of internet public opinion，combined with the currentsituation in our country，analyze the enlightenments of internet public opinion crisis supervision; The sixthpart, mainly talk about the government internet public opinion supervision principles and should takespecific tools for analysing, so as to providing strategies for the problems appeared in the supervision ofinternet public opinion.
