摘　　要： 人类社会不稳定的一个关键因素就是贫困，社会要稳定，要和谐，必须要减少贫困，缩小贫富差距，让每人安居乐业、丰衣足食。扶贫开发项目的实施直接关系到贫困地区人民的生活和社会的稳定，对该村经济、产业结构、生态环境、基础设施及贫困户脱贫等都具有较大影响。每年全国各省等花费大量金钱、精力进行扶贫开发工作中，都取得了一定的成绩，但很多项目中仍造血功能差、项目寿命短、带动能力小等问题。 本文基于广东“双到”模式下的扶贫开发项目，立足该村实际，建立有效、长效、广泛的村集体项目，不仅完成村集体收入的任务，而且需要带领该村及附近农民的脱贫致富，间接完成贫困户脱贫的目的。本人以此角度入手，以S村的集体项目——化橘红种植为例，运用项目管理可行性研究的理论和方法，研究分析“双到”扶贫模式下化橘红种植项目的可行性。根据化橘红的种植特点，走访化橘红种植基地及J公司，通过大量的市场调研、种养殖条件收集、土壤条件、气候条件的分析，结合当地政治影响因素，村干部的知识结构、致富本领及各级政府对该项目的支持，运用项目管理的各项知识，采取定性与定量分析、市场预测分析、种植条件及技术的可行性、资金筹措与财务评价、经济效益分析与社会效益分析、项目风险等方面进行了全面的分析、论证和评价，得出项目最终可行性的结论。一来证明了该村集体项目是一个长效、有效、广泛的可行项目，二来为以后扶贫项目的前期调研做一个参考。 Poverty is a major factor of social instability, only eradicating poverty, everyoneclothed, live and work happily, can make the society becomes Stability and harmony. Theimplementation of the Poverty alleviation and development project is directly relatedto poverty and social stability, It Has great influence on the village economy, industrialstructure, ecological environment, infrastructure and poverty to out ofpoverty etc..Provinces spend a lot of money and effort on poverty reduction anddevelopment work every year, and also made some achievements, But many projects aredifficult to ensure that the project is effective, long-term, extensive. This article is based on the poverty reduction and development projects of 'to double'mode, implementation of poverty reduction and development projects in directly related tothe life of poor people and social stability. Authors start with this point of view; study theprojects of S Village–Hua Juhong planting project. I use project management theory andmethods of the feasibility study, research and analysis the feasibility of Hua Juhongplanting projects under 'double the' mode. According to the characteristics of HuaJuhong planting, The visit of Hua Juhong planting base and The J company, thronging alarge number of market research, analysis of farming conditions, collecting soilconditions, climatic conditions, combined with the local political influence factors, thevillage cadre knowledge structure, the skills of becoming rich and government supportfor the project, using the knowledge of project management, by qualitative andquantitative analyses, market forecast and analysis, the feasibility of planting conditionsand technology, fund raising and financial evaluation, analysis of economicbenefit and social benefit analysis, Project risk etc. to make a comprehensive evaluationof the argument, to draw the final conclusions of the feasibility of the project. Thepapers prove that the village collective project is a feasible, effective, long-term extensive project, Secondly, as a reference for the later prophase research of povertyalleviation projects.
