摘　　要： 自计算机问世以来，全球信息化的发展日新月异。而由于发展不平衡，造成各地信息化发展极不平衡。根据实际需要，为均衡发展各单位所辖区域内的信息化水平，制定有效的投资规划和运营计划，有必要对各地区各企业的信息化水平进行综合评价，从而进行信息化发展的规划和计划。 本文首先介绍信息化和信息技术相关定义，企业信息化和社会信息化发展以及新兴信息化技术等，阐述信息化技术在电气工程中的应用历程和发展趋势。接着从南方电网公司、广东电网公司和肇庆供电局信息化建设的目标和要求入手，指出肇庆怀集供电局信息化建设的主要任务；其次在广东电网公司内部，继承国资委的信息化水平评价方法，结合县级供电企业生产经营的特点，依据实际进行有针对性的调整，给出了适合于广东省内县级供电公司信息化水平评价指标体系和指标计算方法；最后应用该指标体系对怀集供电局信息化建设现状进行测评，根据测评结果从不同层次不同方面，分别对怀集供电局信息化建设的优势、劣势、机遇和挑战进行分析，然后根据分析的结果，有针对性、有重点的提出建设性意见，总结出怀集供电局信息化发展对策，为怀集供电局信息化建设指明了发展方向。 Since the computer came out,the development of global information changes rapidly.And because of uneven development, the uneven exists throughout the development ofinformation technology. According to actual needs,for the balanced development of variousunits within the area of information technology standards, it needs to develop the effectiveinvestment planning and operational planning,which is not only necessary for acomprehensive assessment of information level in all regions and all enterprises,but also isgood for carrying out the plan of the information program development. Above of all,this paper introduces not only the definitions about the informationizationand information technology,the development of enterprise informatization and socialinformatization and new information technology,but also introduces the application ofinformation technology in electrical engineering course and its development trend.And thenanalyzes the target and demand of information construction of China Southern PowerGrid,Guangdong Grid Co and Zhaoqing City Power Supply Bureau,which points out the maintasks of the informatization of Zhaoqing Huaiji power supply bureau. Second, in GuangdongGrid Co, by inheritingthe informationization level evaluation method of the State ownedassets supervision and Administration Commission,it needs to consider characteristics ofcounty-level power supply enterprise,to make a targeted adjustment according to the actualsituation.This paper also gives us a guideline system of construction test and a method ofguideline’s calculation,which are suited to the county power supply enterprise inGuangdong province.Finally,a test of informationization construction actuality of Huaijipower supply bureau is carried out according to the guideline system.By analyzing the resultsof this test,this paper indicates strengths, weaknesses, opportunities and challenges of Huaijipower supply bureau from different aspects and different levels, and then from that we canputs forward constructive suggestions and develops related developmentcountermeasures.This also indicates us directions of the development of Huaiji power supplybureau’s informatization construction.
