摘 要: 近三十年以来,我国社会经济一直保持着高速增长态势,自2010年底开始,我国国民生产总值已超越日本,成为全球第二大经济体。但是在经济飞速发展的过程中,不可避免存在这样那样的问题,比如说经济及产业结构不合理,高房价与高物价,通胀压力巨大等。宏观调控作为我国市场经济调节的重要工具,起到了保证国民经济的平稳增长、维护物价稳定、保障就业和保持了国内外收支平衡等作用。2003年开始,中央政府创造性地将土地政策参与到宏观调控中,并逐渐达到了与财政、货币政策等调控政策同等的高度。在新型城镇化的背景下,研究土地政策如何参与宏观调控,并作用于宏观经济运行,对促进经济健康发展具有重要意义。 由于国家掌握着一级土地市场的供应权,因此放在土地宏观调控政策第一位的是土地供应政策,本文所提到的土地政策,亦多为供应政策。政府的土地供应政策对宏观经济尤其是房地产市场的发展和运行有着决定性的影响。本文在第一章从研究背景开始切入,对国内外研究进展进行综述,并明确本研究的框架及研究方法。第二章分析了土地政策参与宏观调控的经济学基础理论,对相关理论进行分析并阐述了土地政策参与宏观调控的必要性。第三章以广州市为例,梳理了广州市土地政策参与宏观调控的政策演变,并着重分析了广州市土地参与宏观调控的主要问题及深层次原因。第四章阐述了发达国家与地区土地政策参与宏观调控的经验与启示,最后一章结合新型城镇化大背景,提出了广州市提高土地政策参与宏观调控有效性的相关建议。 本文在现有国内外有关土地政策参与宏观调控的研究基础上,结合自己研究实践,力图通过研究广州市运用土地政策参与宏观调控的实践,提出了新型城镇化背景下广州市提高土地政策参与宏观调控有效性的相关建议,为改进和完善土地政策参与宏观调控的提供经验借鉴和路径选择。 The social economy of China has maintained a fast growing trend in the last threedecades. By the end of2010, China's GDP has surpassed Japan, become the world's secondlargest economy. But in the process of rapid economic development, there are unavoidableproblems such as the irrationality of economic and industrial structure, the high house pricesand high commodity prices, the tremendous inflation pressure, etc. Macro control, as animportant tool of China's market economy regulation, is very useful in guaranteeing thesteady growth of the national economy, maintaining price stability, ensuring employment andmaintaining the balance of payments home and abroad. Beginning in2003, the centralgovernment creatively involved the land policy in the macro-control, and gradually achievedthe degree equal to the fiscal and monetary policies. Under the background of the new-typeurbanization, the study of how to involve land policy in the macro-control and macroeconomic operation is of great significance to promote the healthy development of theeconomy. Because the country holds the primary land market supply, so on the top of landmacro-control policies is the land supply policy. Therefore the land policy mentioned in thispaper is mostly the land supply policy. The government's land supply policy has decisiveinfluences for macro economy, especially the real estate market development and operation.Chapter1starts from the research background, reviews the research progress home andabroad, and clarifies the the framework and methods of the study. Chapter2analyzes thebasic economic theory of involving land policy in macro regulation, expounds the relatedtheories and the necessity of involving land policy in macro-control. Chapter3takesGuangzhou for example, analyzes the policy evolution of involving land policy inmacro-control policy in Guangzhou, and emphatically analyzes the main problems and deepreasons of involving the land policy in the macro-control in Guangzhou. Chapter4analyzesthe experience and revelation of involving land policy in macro-control in developedcountries and areas. The last chapter puts forward related suggestions on improving theeffectiveness of involving land policy in macro-control in Guangzhou under the backgroundof the new-type urbanization. Based on the existing studies of involving land policy in macro-control home and abroad,combining with my own researches and practices, through the research of the practice ofinvolving land policy in macro-control policy in Guangzhou, the paper puts forward relatedsuggestions on improving the effectiveness of involving land policy in macro-control inGuangzhou under the background of the new-type urbanization, provides experiencereferences and path choices for improving and refining the land policy in macro-control.
