Z通信公司网络维护部的知识管理研究

摘  要: 知识经济时代的到来,企业的竞争不再局限于资本与物质资源,知识成为企业成功发展的关键因素,越来越多的企业把知识也当成一种企业资产看待。随着世界科技的不断发展,我国的通信相关企业,包括几大运营商和众多的设备生产企业,都逐渐发展壮大了起来,有几家还进入了世界前500强。通信企业在取得长足发展的同时也面临着巨大的挑战。作为一个知识密集型的行业,在通信企业内部实行有效的知识管理,成为通信企业应对市场竞争挑战的一种有效手段。 知识是企业在知识社会中的机会与竞争力的来源,但知识本身并不会产生价值,必须利用管理技巧,透过人员、系统、沟通的酝酿下,借助信息科技之力,才能使知识发挥功效。知识管理是通过对企业知识的收集、整理、存储、共享,来达到知识的创新和增值的目标,从而提高组织的应变能力和创新能力,提高企业智商,实现企业的可持续发展。 本文从知识、知识管理的定义和项目的知识管理出发,探讨了知识管理的四个核心流程和知识管理的实施途径。针对案例Z通信公司网络维护项目部门,分析了在知识管理方面存在的问题和原因,从组织文化、机制、信息化建设和与项目管理的结合等方面作了规划阐述。再利用项目管理的思想设计实施方案,结合具体工作内容和工作流程和工程项目的五个项目管理过程,来对项目的知识从搜集、储存、分享交流等进行管理,依靠信息技术搭建了以项目知识库、知识地图和专家库为主体的知识管理系统,对项目部的管理机制优化措施来促进知识管理,将知识管理导入到项目管理中,借助于知识管理来提高项目管理水平,最后对知识管理的实施效果作出定性的评估。 The arrival of knowledge economy era, the competition of enterprises is no longer limitedto capital and material resources, knowledge has become a key factor in the successfuldevelopment, more and more enterprises regard knowledge as one kind of enterprise assets.With the development of world science and technology, communications related enterprises inChina, including several major operators and numerous equipment production enterprise, hasgradually grown up, there are a few entered the world top500. Communication enterprises arefaced with enormous challenges while achieved rapid development. As a knowledge intensiveindustry, the implementation of effective knowledge management in communication withinthe enterprise, become an effective means for communication enterprises to cope with themarket competition and challenge. In the knowledge society, knowledge is the source of enterprise for opportunity andcompetitive, but the knowledge itself does not create value, enterprises must use themanagement skills, through the personnel, system, communication of brewing, with the helpof information technology, can make the function of knowledge. Knowledge management isbased on the enterprise knowledge collection, sorting, storage, sharing, to achieve the target ofknowledge innovation and increment, thereby enhancing adaptability and innovation ability ofthe organization, enhance the enterprise intelligence, to achieve sustainable development. This paper startes from the definition of knowledge, project knowledge and knowledgemanagement, then discusses four core processes of knowledge management and the ways ofimplementing knowledge management. According to the case of Z communications networkmaintenance project department, it analyzes the existing problems and causes in terms ofknowledge management, made a elaborate plan considered from organizational culture,mechanism, information construction and project management. Then using the theory ofproject management to design implementation plan, combined with the five projectmanagement process and the specific work content and work flow, to manage knowledge fromthe collection, storage, sharing steps and so on, using information technology to build aknowledge management system in the project which knowledge base, knowledge map and thedatabase of experts are as the main function, optimizes the department of the projectmanagement mechanism to promote knowledge management, Combines knowledge management with project management, with the help of knowledge management to improvethe level of project management, and finally make a qualitative assessment of the effect ofknowledge management implementation.
