摘 要: 为贯彻落实2012年《政府工作报告》和《国家中长期教育改革和发展规划纲要(2010-2020年)》有关要求,加快发展中等职业教育,促进教育公平和劳动者素质提高,经国务院同意,从2012年秋季学期起,对公办中等职业学校全日制正式学籍一、二、三年级在校生中所有农村(含县镇)学生、城市涉农专业学生和非农业户口家庭经济困难学生免除学费(艺术类相关表演专业学生除外)。 国家免学费政策彰显了国家对民生问题的高度关注,从人民的利益出发,是改善民生,构建和谐社会做出的重大决策,免学费促进教育公平和社会公平,让人们都有享受受教育的机会,从而提升整体的国民素养。同时,免学费政策的出现,给那些没有考上普高而提前面临就业的学生一次选择的机会,就读中职院校学习技能,从而对中等职业教育的发展具有巨大的推动作用。 然而,由于地方政府部门对免学费政策理解不到位,地区差异以及在财政分担方面存在分歧,在政策实施过程中遇到许多困难,最突出的就是为了明确各地方政府和乡镇的财政分担,免学费申请过程中就需要填写大量信息并提供相应材料,导致申请和审批工作变得非常复杂,信息的准确性得不到保障,最后的结果就是资金的发放迟迟没有得到落实,学生和家长的意见很大,原使一项很好的民生工程变成了人们对政府办事效率低下的又一话题。 本文通过阐述中等职业教育实行免学费政策的意义,实施流程,以ZS技师学院的免学费申请实施过程为例,分析了实施免学费政策实施存在的问题。以ESEIA流程优化理论为基础,对免学费政策实施在学校的申报环节进行全面优化与控制,同时借助信息化平台对免学费的实施流程进一步完善,提高效率。最后通过构建评价指标以验证通过流程优化后的实施效果。 To implement the2012'government work report' and 'national long-term educationreform and development plan /(2010-2020year/)' the relevant requirements, to speed up thedevelopment of secondary occupation education, promoting education fairness and the qualityof workers, with the consent of the State Council, from2012fall semester, all the rural publicsecondary occupation school full-time students formally one or two in the third grade,students /(including County, town, city/) students majoring in agriculture and non-agriculturalhousehold family economic difficulties are exempt from tuition fees /(except art showstudents/). National free tuition policy demonstrates the state pay more attention to people'slivelihood, proceed from the interests of the people, is to improve people's livelihood, buildharmonious society to make major decisions, free tuition to promote education fairness andsocial fairness, let people enjoy access to education, and promote the overall national quality.At the same time, appear free tuition policy, to those who are not admitted to high school andearly face the employment of the students a chance to choose, enrolled in Vocational Collegeslearning skills, a great impetus to the development of secondary occupation education. However, because the local government departments to understand the free tuition policyis not in place, there are differences in the regional differences and fiscal sharing, encountermany difficulties in the process of implementation, the most prominent is to clear the localgovernment and township fiscal sharing, tuition free application process will need to fill out alot of information and provide the relevant materials, causes application and approval workhas become very complex, the accuracy of the information can not be guaranteed, the finalresult is the release of funds has not been implemented, students and parents are great views,that a good livelihood project became a topic of people's low efficiency of the government. The free tuition policy significance, this paper explains the secondary occupationeducation implementation process, using ZS technician college tuition free applicationprocess as an example, analyzes the implementation of free tuition policy implementationexistence. In the ESEIA process optimization theory as the foundation,implement thedeclaration link in school for free tuition policy to conduct a comprehensive optimization andcontrol, at the same time with the information platform for the implementation process oftuition free and further improve, improve efficiency. Finally, construct the evaluationindicators to verify through the implementation of the effect after process optimization.
