深圳龙华供电局供电可靠性分析及配电网投资效益评估

摘  要: 龙华新区成立不久,龙华供电局更是深圳新成立的区一级供电局,在当前龙华新区正处于社会和经济发展的关键时期,电力资源和电力建设的好坏将直接影响其发展。确保龙华新区城市电网的安全、稳定运行,提高电网的供电能力和供电质量,提高配电网项目投资效益是深圳龙华供电局面临的亟待解决的重要问题。 本文是在上述背景下,介绍了深圳市龙华新区配电网的基本情况,对影响配电网可靠性的指标进行了归纳分析,并根据龙华新区配电网数据分析了影响可靠性的原因。通过以龙华新区中压项目中的具体工程项目为例说明了中压项目评估方法,确定了项目相关电网的范围和基本参数,并计算项目投资费用、每年的运维费用,然后分别计算增供电量收益、可靠性提升收益、降损收益和投资效益比。最后,评价规划实施项目对电网技术性能、可靠性、持续性、投资效益的提升作用,并以与规划前评估进行对比,为规划提供决策依据。以龙华新区为例,对于已开展前期研究的配电项目进行投资估算,分析龙华新区十二五中压配电网规划方案实施后,对各项规划指标、可靠性的改善提升效果。 本文对龙华新区配电网可靠性进行分析,对可靠性提升的经济成本效益结合龙华供电局对所在区域配电网投资建设、电网规划项目优化等方面着手分析,以龙华新区中压工程项目为例说明了中压项目评估方法,确定了项目相关电网的范围和基本参数,并对相关电网区域内的负荷进行预测,并计算项目投资费用、每年的运维费用。然后分别计算增供电量收益、可靠性提升收益、降损收益和投资效益比。评价龙华新区实施的项目对配电网的网架结构、可靠性、设备水平、投资效益的提升作用,为将来配网规划提升供电可靠性提供了决策依据。 Longhua District established soon, Shenzhen Longhua Power Supply Bureau, is thenewly established district Power Supply Bureau, in the critical period of the current LonghuaDistrict is in the social and economic development of power resources and power constructionwill directly affect their development. Longhua District urban power grid to ensure safe andstable operation of the power supply capacity and improve the quality of power supply,improve the distribution network project investment returns is an important issue to be solvedShenzhen Longhua Power Supply Bureau faces. This paper is in the above context, the basic situation of the distribution network,Longhua District, with indicators that affect the reliability of the grid were summarized andanalyzed, and the distribution network of the factors affecting the reliability of the dataanalysis according to Longhua District. By Longhua District10kV project specific projects asan example of the10kV project evaluation methods to determine the scope and basicparameters of the project related to the grid, and calculate investment costs, operation andmaintenance costs per year, respectively, and then calculate the increase in power the amountof income, enhance the reliability of earnings, loss reduction and investment income benefitratio. Finally, evaluate the planning and implementation of projects on the grid technicalperformance, reliability, continuity, enhance the role of investment efficiency, and comparewith the previous program evaluation, planning to provide basis for decision making. InLonghua District, for example, preliminary studies have been carried out for powerdistribution project investment estimate, analysis Longhua District Twelve Fifth voltagedistribution network planning program implementation, the planning targets for improving thereliability of lifting effect. In this paper, Longhua District distribution network reliability analysis, the reliability ofthe economic costs and benefits to enhance the binding of Longhua Power Supply Bureau ofthe investment and construction of distribution networks, power grids and other aspectsplanning project optimization analysis to Longhua District Project for10kV examplesillustrate the10kV project evaluation methods to determine the scope and basic parameters ofthe project related to the power grid, and the grid load within the region related to predict andcalculate investment costs, annual operation and maintenance costs. Were then calculated byearnings power supply reliability to enhance revenue, decreasing loss earnings and investmentefficiency ratio. Evaluation of project implementation Longhua District enhance the role ofthe distribution network grid structure, reliability, equipment levels, investment returns, and provides a basis for decision making planning for the future to enhance the reliablility ofpower distribution network.
