摘　　要： 党报是中国共产党利用媒介传播、宣传马克思主义的重要载体，是解决中国当前具体问题的思想武器。新媒体是基于数字技术而产生的信息传播方式，其本质是一种基于信息技术和知识技术而形成的信息价值系统。移动互联网技术的发展和新媒体的勃兴，改变了中国传媒的生态环境，也重构了信息传播与接受的方式。党报传播肩负着意识形态宣传和传媒事业发展的双重使命，在新的传播生态下进行适应性变革与调整以便更好地履行使命就成为重要的研究课题。 本文坚持问题导向，开展实证研究，构建了新媒体环境下党报传播的“新闻立体三角关系理论”，从党报与公众、党报与现实生活、党报与政党、党报与国家等关系层面，分析了新媒体环境下党报传播体系的发展趋势；对传统的“信息—新闻—传媒新闻”的“新闻三环理论”传播模式进行了研究拓展，创造性地提出了“信息—舆论—新闻”的“新三环新闻理论”传播模式，并指出将新闻传播注入和赋予主流意识形态从而引导社会舆论，应该成为新业态环境下党报传播体系的发展目标。因此，为了更好地发挥党报传播体系在维护社会秩序和推动社会进步中的功能，党报传播体系的结构与功能需要进行重组和优化： 一是在结构上实现从宣传主导向信息分享的发展变迁。在结构转变过程中，要夯实党报传播体系的组织因素、管理因素、制度环境因素和价值因素构成的基础结构，要不断完善党报内部行政管理和技术管理互构、党报运行过程中与外部环境的互动形成的交互结构，从而实现整合秩序的目的，既包括党报内部的组织管理和制度设置为党报运行提供的基础秩序整合，也包括通过党报的传播和运行建构出大社会秩序的稳定。最终实现传递主流社会价值、子系统秩序与社会整体系统秩序的兼容与和谐。 二是在功能上做到从总体性支配到综合性干预的发展路径转移。在功能嬗变上，要对党报传播期望达到的状态与结果（含党报传播的主体目标和客观目标）做好目标评价，要对党报运行实际产生的效果和状态（指党报传播体系在内外环境的作用下所能够发挥的社会功能）进行状态评估，从而推动社会进步，既包括推动基础秩序的社会进步（指维护和建设现有的社会秩序，为社会整体进步提供保障），也包括推进基础秩序的革新和完善，创造向更加和谐状态和科学状态的社会秩序迈进的基础。最终实现建立整合政治、经济和公共功能的文化运行机制，子系统的动态进步和社会整体系统的稳步向前推进。 三是在模式上逐步形成基于“信息—舆论—新闻”的三元互动和双向反馈的传播模式。首先是信息舆论替代信息传播，在“新三环新闻理论”模式中，传播的不仅仅是信息，更多的是舆情符号，承载着信息和价值双重要素，赋予了信息以价值判断和社会评价的功能；其次是双向反馈替代单向传播，在“新三环新闻理论”模式中，新闻传递出的信息会激活或演变成为某种舆论，这种舆论既是党报传播的目的，也是党报传播的反馈机制，通过与其他言论互动和竞争之后形成信息场，进而反作用于党报传播体系，为党报主导和控制舆论提供了坚实基础；最后是多元互动替代静态输出。在“新三环”模式中，信息不是片段式、静态的和稳定的，而是链条式、动态的和多变的，信息之间会发生相互作用，信息与环境之间也会发生互动，信息与受众之间也会形成竞争，从而建构出一个复杂的、多元的、能动的信息竞争格局。 此外，为了适应新媒体发展态势下，并将党报“新三环新闻理论”传播模式落到实处，党报传播体系需要以全媒体发展模式夯实党报主流地位，以新媒体技术重构党报传播的生态环境，逐步建立消费者主权与生产者主权相统一的传播格局，最终逐渐融入国际化和适应“地球村”。 Marxism is the Party newspaper spread the use of media to promote an important carrierof Marxism is the ideological weapon to solve the specific problems of China's current. Thedevelopment of mobile Internet technology and new media's emergence, the Chinese mediahas changed the ecological environment, but also the reconstruction of the informationdissemination and acceptable manner. Party newspaper spread a dual mission ideologicalpropaganda and media career development, adaptive change and adjustment in the newcommunication ecology in order to better fulfill its mission under has become an importantresearch topic. This paper constructs the new media environment party newspaper spread'news-dimensional triangular relations theory,' from the party newspaper and the public, theparty newspaper and real life, the party newspaper with political parties, the party newspaperrelations with other countries, and analyze the development of the new media environment,the party newspaper spread system innovation; in expanding on the traditional 'information--News Media News' and 'News tricyclic theory 'mode of transmission, creatively putforward the' Information-opinion-News 'and' new tricyclic News theory' mode oftransmission, and pointed out that the injection and give the mainstream news media ideologyto guide public opinion, should be the goal of the new format development environment partynewspaper spread system. Therefore, in order to better guide public opinion play a partynewspaper dissemination system function, structure and function of the party newspaperdissemination system needs restructuring and optimization: First, to achieve the structural change from leader to promote information sharing thosesubjects. In the 'new ring' mode, the information is not fragmented, staticand stable, but the chain type, the dynamic and changing interactions occur betweeninformation and interaction can occur between the information and the environment, formedbetween the information and the audience will be competition, so as to construct a complex,diverse, dynamic information competition. In addition, in order to adapt to the new media development trend, and the partynewspaper 'New tricyclic News theory 'mode of transmission carried out, the party newspaper dissemination system needs to consolidate the party newspaper all mediamainstream development model to new media technologies spread ecological reconstructionof the party newspaper environment, and gradually establish consumer sovereignty and unityof the spread pattern of producer sovereignty, gradual integration into the international finaland adapt the 'global village.'
