摘　　要： 汽车行驶记录仪质量问题不仅关系到产品生产企业的管理和运营水平，而且关系到公共安全和政府部门的交通监管，具有保障人们的驾驶安全、减少交通事故的作用。各国政府都非常重视汽车行驶记录仪推广和使用，同时该产品的质量问题关系到是否能达到预期的公共安全和交通监管目标，因此其质量监督管理研究具有非常重要的现实意义。 但近年来检验和抽查的结果显示国内汽车行驶记录仪的质量安全问题严重。一方面国家出台越来越多的多监管部门合作法律法规，反映出国家对汽车行驶记录仪质量安全的高度重视；而另一方面，国内汽车行驶记录仪严峻的质量安全问题亦映射出产品生产企业的责任缺失以及监督管理者的失职，国内现有汽车行驶记录仪的质量监督管理体系仍存在亟需改进之处。 本文以广东省汽车行驶记录仪质量检测数据为基础，结合企业案例研究对国内汽车行驶记录仪质量状况进行了分析，并且采用博弈论从博弈主体的行为角度进行了分析，分别构建监管机构与终端制造两方博弈分析模型与监管机构、技术机构与终端制造三方博弈模型。博弈研究结论表明，只要政府选择严格监管与否的得益不变，加重对生产企业的惩罚措施仅能从短期内促进企业重视质量，但长期而言，会增加政府监管机构不严格监管的风险，对汽车行驶记录仪的质量改进并没有实质性的作用，而加重政府监管机构渎职带来的社会成本以及声誉损失比加重对生产企业不重视质量的惩罚措施更有效；加大对技术机构和生产企业的处罚系数能有效抑制双方合谋行为。基于案例研究及博弈分析结论，本文最后从技术层面和管理层面提出了促进我国汽车行驶记录仪质量监督管理效率的政策建议。 The quality of vehicle travelling data recorder is not only related to enterprise'smanagement and operation, but also related to public security and strengthen the supervisionof transportation from government departments. It can providing protection for driving andreduce traffic accidents. Recent years, governments had attached great importance to promotevehicle travelling data recorder’s application. At the same time, the product quality is relatedto whether can achieve the goal of expected traffic regulation, so its quality supervision andmanagement of the research has very important practical significance. From the results of the inspection and random sampling, we can see that the quality andsafety issues of vehicle travelling data recorder in recent years were quite serious. On the onehand, our country has published several laws and regulations to ensure the quality and safetyof vehicle travelling data recorder, and this product is under the supervision of multipledepartments, this phenomenon shows the government attaches great importance to the qualityand safety of vehicle travelling data recorder. But for another hand, it has also exist a lot ofquality problems of the vehicle travelling data recorder, shows that companies did notperform the social responsibility role and regulators have no completes the duty of qualitysupervise. It also reflects the existing quality supervision system is not fits for vehicletravelling data recorder. In this paper, our database is based on quality inspection data of vehicle travelling datarecorder from Guangdong province, and then enterprise case studies is used to analysis thecurrent quality situation of vehicle travelling data recorder. In addition, we used game theoryto study the behavior of the main counterparts. By build two sides game and trilateral gamemodel, the game research results indicated that, as long as the government’s benefit ofregulation won't change, increase punishment for enterprises can only promote enterpriseattaches great importance to the quality for a short term, but not for long term. And It willincrease the risk of managerial slack of government. On the contrary, Increase the social costof government regulators’ malfeasance is a more effective way. Otherwise increase thepenalty coefficient of technical institutions and production enterprises can effectively inhibit the collusion behavior. Finally, the paper offered some quality supervision and managementproposal of vehicle travelling data recorder from technical and management perspective.
