摘　　要： 改革开放以来，中国一直推进积极的引资政策，中国引入外商直接投资的规模越来越大，FDI对于我国经济和技术水平的发展有着重要的促进作用，但是，不同产业FDI的溢出效应有着明显的不同，有些产业FDI的技术溢出甚至出现负效应，究其原因，行业的特点是一个重要的影响因素，其中集聚水平差异的影响显得尤为明显。本文的目的，即在对我国产业集聚和FDI了解和分析的基础上，试图弄清产业集聚对FDI技术溢出产生怎样作用，作用的路径是什么。通过分析，我们得知，随着产业集聚度的增加，FDI的溢出效应也随之变化，但是两者之间并不是简单的同向变化关系，两者之间的关系存在于以一定产业集聚度为界限的特定区域内。实证分析也说明，产业集聚度对于FDI的技术溢出影响存在一个阈值效应，在以阈值为界所划分的不同区域内，产业集聚与FDI的溢出效应呈现不同的线性关系。因此，我国在引入FDI时应当根据每个产业发展的特点和发展的阶段制定相关的引入策略，充分利用已形成的产业优势，提高FDI的利用水平，强化产业集聚，加强产业竞争力，从而使资源得到更有效的利用，实现我国产业结构的升级和优化。 Since the reform and opening, China has been promoting the active policy ofattracting foreign investment, the scale of FDI is getting bigger and bigger, which isplaying the important role in promoting Chinese economy and technology. However,different industries`spillover effects of FDI are diverse, some industries`spillover ofFDI are even negative. The characteristics of the industry is one of the most importantfactors, the effect of industrial agglomeration is more obvious.The purpose of thispaper is trying to figure out the influence to technology spillover of FDI fromindustrial agglomeration through understanding and analyzing the industrialagglomeration and FDI. Through the analysis, we know that the spillover effects ofFDI changes with the increase of industrial agglomeration, but they don`t simplechange in the same direction. There is a boundary of industrial agglomeration, in thecertain boundaries, these changes appear certain regularity. The empirical analysisalso shows that, there is a threshold effect on spillover effects of FDI. In differentareas, the line relationships between industry agglomeration and spillover effects ofFDI are different. China should make different policies according to thecharacteristics of industry. The government should make full use of industrialadvantages, increase the level of FDI, strengthen the industrial agglomeration,enhance the industrial competitiveness, which can make more efficient use ofresources, realize the upgrading and optimization of industrial structure.
