摘　　要： “三农”问题，即农业、农村和农民问题，是中国当前社会经济的主要问题。“三农”问题的根源就是城乡二元治理结构，如城乡二元户籍管理制度、公共产品二元供给制度、城乡社会经济二元分割运行。长期以来，农业一直为我国的工业化和城镇化发展提供资金积累，担任输血者角色。通过农业税以及价格“剪刀差”，剥夺农业剩余。农业及农村发展因长期缺乏资金，自身积累极度薄弱，发展受到严重制约。本文，通过分析“三农”问题现状及原因，研究财政支持“三农”的必要性和可行性，借鉴国外财政支持农业模式，探索公共财政投入“三农”问题。以广东省为例，研究财政投入“三农”的政策取向、政策模式和可行性路径。文章分为几个部分：1、国外财政补贴农业和投入农村建设经验，主要是对国外农业补贴和新农村建设做法及经验进行综述；2、我国实施农业补贴的现状和财政投入政策建议；3、农村公共物品供给问题及财政投入和政策建议；4、公共财政对农民收入增长的支持和政策模式。文章重点分析中国“三农”投入现状，财政投入“三农”的政策偏差，研究在城乡统筹发展视角下的公共财政投入“三农”问题，在财政补贴农业、统筹城乡公共物品供给、统筹城乡社会保障等方面，探索公共财政惠农的具体实施路径。在对广东省的“三农”问题做出基本分析的基础上，全面评估个地区发展现状，研究财政投入“三农”的指导思想、政策取向和政策建议。 The problem of agriculture, rural areas and farmers, is the main problems in China'scurrent social and economic. The problem roots is dualistic in urban and rural areas of urbanand rural governance structure, such as the two household registration management system ofpublic goods supply system, segmentation operation of urban and rural economy. For a longtime, agriculture has been providing capital to accumulate the development ofindustrialization and urbanization in China, as the role of blood transfusion. The agriculturaltax and the "price scissors", depriving agriculture surplus. The development of agriculture andrural areas due to lack of funds, and its accumulation is extremely weak, seriously restrict thedevelopment of. This paper, through the analysis of the "three rural" problems and reasons,studies the necessity and feasibility of financial support to the "three rural", referring toforeign financial support agriculture mode, explore the public financial investment to the"three rural issues". In Guangdong Province as an example, research on financial investmentfor "three agriculture" policy, the policy model and the feasible path. The article is dividedinto several parts:1, foreign financial subsidy for agriculture and rural constructionexperience, is mainly to review and experience of foreign agricultural subsidies and the newrural construction practice; agricultural subsidy situation and financial investment policysuggestion on the implementation of2, China;3, the rural public goods supply problems andfinancial input and policy suggestions;4, the public finance income growth of farmers supportand policy mode. This paper focuses on the analysis of China "three rural" investment infinancial investment ", the deviation of the policy agriculture", studies in the perspective ofcoordinated urban and rural development under the public financial investment to the "threerural issues", in the aspects of financial subsidy for agriculture, urban and rural public goodssupply, urban and rural social security, explore the concrete implementation way of benefitingthe public finance. In Guangdong Province "three rural issues" makes the basic analysis onthe basis of comprehensive evaluation, the current situation of the development of regionalfinance, research into the "three rural" guiding ideology, policy orientation and policyrecommendations.
