海勃湾区小学教师档案管理现状与问题对策

摘  要: 小学教师档案是学校管理的重要组成部分之一,是记录小学教学发展、收集存储教育教学信息的重要手段,是研究、改进、提高教学质量不可缺少的宝贵资料。通过它们可以充分地了解小学教师的成长与发展过程,对学校、教师、学生的发展都有重要的意义。 随着我国基础教育改革的全面深化,内蒙古自治区乌海市海勃湾区的小学教育迅速发展,无论是校舍建设还是教师队伍建设,都取得长足进步。但小学教师档案建设却相对滞后,管理粗放,存在一定的问题,不能很好地适应教育的发展,与现代化档案管理的要求还有一定的差距。 本人利用从事小学档案工作之便,从实际工作出发,通过访谈、调查、观察等方法,对本地区小学教师档案管理进行了全面调查。在详细了解海勃湾区小学发展历程的基础上,总结了小学教师档案的管理经验,同时也发现了管理中存在的问题:管理人员专业化水平低、管理手段落后、管理缺乏系统性等。针对上述问题,通过查阅已有小学教师档案管理文献,依据相关政策法规,结合所在地区的实际情况,有针对性地提出了海勃湾区小学教师档案管理的改进意见和建议。 论文主要分为四章。 第一章主要介绍了研究的背景和缘由,在了解国内已有文献的基础上,确立了研究目标和研究方法,并阐述了研究的意义。 第二章重点通过查阅文史资料、问卷调查、访谈等方法,深入了解海勃湾区小学教师档案管理的现状,在肯定已有成绩的同时,对存在的问题也进行了仔细剖析,并通过整理分析得出问题产生的原因。 第三章是本文的核心,在全面分析海勃湾区小学教师档案管理的问题后,结合实际工作,从转变思想观念、建立健全档案管理制度和相关保障机制,加强档案管理人员素质,应用现代信息技术提升管理水平等方面,提出了切实可行的解决对策与建议。 第四章是结语,对全文进行了简要总结与展望,对今后进一步研究提出了具体的研究方向。 小学教师档案管理是关系到小学教师自身的大事,也是关系到学校发展和小学教育发展的大事。因此,充分认识到小学教师档案管理的重要性,解决管理中存在的问题,是教育部门和全体教师的共同责任。 The file management for the primary school teachers is an importantpart of the school management. It is a manner of recording schooldeveloping, collecting teaching information and a valuable materials forimprovement teaching qualities. Through the file management, we canknow the teachers’ developing and improving, which will be helpful to theblossom of school teachers and students. With the development of the elementary education reform, primaryeducation in Haibowan District, WuHai, Inner Mongolia AutonomousRegion has made great progress in the schoolroom building and augment ofthe teaching staff. However, there are some problems in the building of thefile management for the primary school teachers, such as out-dated andextensive management styles. These problems can’t be suitable to theeducation development and can’t be satisfied with the modern filemanagement. As a filing clerk, I have made overall surveys about file managementin our district by chatting, investigation and observation. Based on studyingthe history of primary school in Haibowan District, I have summarizedsome experiences in administration about the teachers file management.Meanwhile, some problems are found such as: poor professional standards,out-dated management tool and lacking system. Faced with these problemsand according to the related policies and regulations, I will make the ideasand strategies about file management in our district by reading the presentfiles. There are four chapters in this paper. Chapter One contains the background, causes, goals, significanceand methods in research based on the study of documents and materialsfrom home and abroad. Chapter Two contains the present situation about file management inHaibowan District by reading the documents, surveys and chatting. Havingagreed the achievements, some problems are analyzed carefully. At last, thereason is made by sorting out and analyzing. Chapter Three is the core of this paper. Some practical strategies andsuggestions are put forward by analyzing and experiences, which arechanging concept, building file management institution and securitymechanism, strengthening manager’s quality, using modern technology andincreasing the management level. Chapter Four is an ending, which is a summary and outlook. It willgive a specific direction. File management is very important to primary school teachers, whichis related to the school development and elementary education. In a word, itis our duty for teachers to realizing the importance and to solve theproblems in file management of primary school teachers.
