摘 要: 我国自1999年进入老龄化以来,形势愈发严峻,截至2011年全国60岁以上老年人达到1.78亿人,2015年将增加到2.21亿人。同时加之重保险而轻服务理念、家庭结构小型化、人口流动性大等因素的影响,使得当前我国养老服务体系难以满足老年人养老的需求,并不可持续。本文引入发展型社会政策理论来审视养老服务体系的演变和现状,并以此来构建发展型养老服务体系。本文从系统的建制理念的合理性、系统的开放程度、功能的发展性、机制运行的市场性四个方面对养老服务体系的演变和现状进行了审视。并认为构建发展型养老服务体系,应坚持公平、正义、共享和发展、协调、能动的建制理念,构建多层次化、开放性,“普惠+特惠”,“官办+官助力民办+民办”的制度框架,在功能上应由事后服务保障发展为兼及事前预防,和具有发展促进功能。 Since1999China had entered the aging time, the trend is becoming more and moreserious, the deadline to2011,people aged more than60years had reached17.8billionpeople,2015will increase to221billion people. Effects of empase on insurance butnot service, family structure miniaturization, population mobility and other factors,makes the current old-age service system in China cannot meet the needs of elderlyendowment, and the system of pension can not be sustainable. This paper try to examinethe evolution and present situation of old-age service system theory development ofsocial policies, and to the pension service system development. This paper from thesystem construction concepts, system openness, function development, mechanism ofthe market four aspects of old-age service system evolution and the present situation ofthe examination. And that the pension service system development, should insist on theconcept of fairness, justice, sharing and development,coordination, dynamicorganizational philosophy.and should construct a multi-level,"institutional frameworkof government official help ", the function should have the service security developmentas the development and promotion of function.
