摘　　要： 循环经济是一种以自然资源的高效利用和循环利用为核心,以“减量化、再利用、资源化”为原则,以”低开采、低消耗、低排放、高效率、高利用”为基本特征,把产品清洁生产、资源循环利用、生态发展的可持续消费等融为一体,实现整个社会物质的循环,实现社会经济持续发展的经济运行体系,是一种新的经济与自然共同和谐发展的模式,也是我国全面建设小康社会,实行新型产业化的当务之急。目前,我国正处于经济发展的全面转型时期,市场体制仍不健全,市场对资源的配置功能未能真正发挥作用,循环经济所需的法律体系与政策体系尚未建立,经济运行中不可避免地存在着某些盲目性。因此,在建设这种新型的经济过程中,充分发挥政府的作用,建立循环经济运行的制度基础,保障其可持续发展,既是政府责无旁贷的任务,也是政府公共职能的重要内容。此外,我国经济目前总体上还是政府主导型经济,国有经济占有主体地位,经济的增长在很大程度上要靠政府的推动。因此,现阶段,我国政府在发展循环经济中应当发挥主导性作用。 改革开放以后,甘肃省的经济经历了飞速的发展。但是这种增长并没有完全脱离自然资源过度使用、粗放型的经济增长方式,甘肃省的环境问题也随着经济增长,呈现出不断恶化的趋势。因此,如何实现发展模式的科学转型,彻底解决经济增长与资源环境的破坏之间的矛盾,也成为甘肃省落实科学发展,实施可持续发展战略,建设循环经济示范省所面临的一个重要课题。因此,在建设这种新型的经济过程中,政府应对制度建设进行深化与完善,充分运用行政手段,规范循环经济,保障可持续发展。政府只有在发展循环经济的全过程中制定相关政策,进行引导,才能使全社会的经济、环境、社会效益最大化,真正实现全面发展、协调发展和可持续发展的目标。 Circular economy is an efficient use of natural resources and recycling as the core, reduce、reuse、recycle as the principle, low exploitation、low consumption、low emission、high efficiency、high utilization as the basic features,to ilntegration of the product of cleaner production、recycling of resources、and ecological development of sustainable consumption, thus the society as a whole to achieve the cycle substances, and to achieve social and economic development of the economy running system, It is a new model of economic development in harmony with nature, it is also our priority to build a moderately prosperous society and achieve new industrialization.At present, our country is in a period of economic comprehensive restructuring development, market system is still not perfect,market allocation of resources can not really play a role in the function,legal system and policy system has not been established for recycling economy needed, and there are still certain blindness in some economy inevitably. Therefore, In the construction process of this new economy, the government should play the full role, to establish the basis of circular economy running system guarantee their sustainable development. This is not only an important part of the government duty-bound,but also an important aspect of the government's public functions. In addition, our country's economy is currently the government-led economy in general, Economic growth largely depends on government promotion.that is why, At the present stage, Our government should play a leading role in the development of circular economy. After the reform and opening up, Economic Gansu Province has experienced rapid development.But this growth has completely divorced from the excessive use of natural resources, it is an extensive economic growth mode. So environmental issues always along with economic growth of Gansu Province, now this probloms are showing a worsening trend.Thence, How to achieve scientific development mode transformation, to Completely solve the contradiction between economic growth and environmental resources destroyed. Gansu Province has faced an important issue of the scientific development,and Implementation of the sustainable development strategy, also contain construction of circular economy. So, In the construction process of the new economy, government should be to deepen and perfect the system, Through full use of administrative measures, specification of circular economy, and guarantee sustainable development,we can fully develop the whole process of government in the development of circular economy policy, to boot, in order to make the whole society economic, environmental and social benefits to maximize.So that we can truly complete the goals of comprehensive, coordinated and sustainable development.
