甩挂运输联盟的运行机制及其合作博弈研究

摘  要: 甩挂运输是一种集约、高效的运输方式,是道路货运业的标准化、网络化和规模化的集中体现。甩挂运输能把运输成本降低,提高运输效率,同时达到节能减排的目的。从20世纪80年代开始,1996年、2006年、2009年和2010年相继陆续的发布公文,要求省市各部门提高对甩挂运输方面的认识,消除障碍,提供政策扶持,积极落实措施,努力引导和促进甩挂运输的发展。 甩挂运输当前在我国正处于起步和推广阶段,学者和政府都对甩挂运输的健康快速发展和广泛应用越来越关注,甩挂运输是广东省政府批示的广东省绿色货运示范项目的子项目之一。可见,甩挂运输已成为目前绿色货运的研究热点和重点。 甩挂运输联盟较之单个企业开展甩挂运输具有更大的效益,且甩挂运输联盟的实力和规模更能满足开展甩挂运输的要求。甩挂运输联盟是一个既有广阔的应用前景,又富有挑战性的课题。本研究力图为广东省交通运输厅绿色货运示范项目的推进,为中国物流企业及相关政府部门开展甩挂运输提供有益的借鉴。 本论文的主要工作和结论有以下三个方面: 1、根据甩挂运输的特点和对中国现状的分析,比较开展甩挂运输前后的节能减排效果和企业效率效益,结论表明,甩挂运输不仅可提高效率适应社会的高速发展,对节能减排也有良好的效果,甩挂运输方式是一种值得广泛推广应用的运输方式。通过建立甩挂运输联盟合作的囚徒困境模型进行分析,结论表明,两个企业组成联盟后,各自收益都比选择不合作的高,相比企业单独经营,企业联盟的方式不仅能满足开展甩挂运输的要求,且收益更高,甩挂运输企业寻求联盟合作是开展甩挂运输的贴合实际且行之有效的方式。 2、本文对甩挂运输联盟的运行模式进行深入研究,并提出甩挂运输联盟的具体构建方案。从联盟形成的准备措施、构建要求、企业选择标准和加盟退盟程序共四方面阐述甩挂运输联盟的形成机制。从联盟成员的权利和义务、成本投入、风险承担和决策制度四方面阐述联盟的运行结构。甩挂运输联盟使中小规模物流企业成功开展甩挂运输的梦想成为现实。 3、本文在自由竞争模型的基础上加入互惠系数,成功建立甩挂运输联盟的收益模型。论文应用Shapely值法对甩挂运输联盟博弈的特征函数进行定义,并得到甩挂运输联盟的收益分配方案。由Shapely值法得出的收益分配方案没有考虑企业所承担的风险和对联盟的付出程度等因素,因此存有不足,于是对Shapely值法进行修正。最后,通过例子演绎了甩挂运输联盟的利益分配过程。结论显示,由修正Shapely值法得到的分配方案更符合现实情况。 Drop-and-pull transport is an intensive, efficient means of transportation, embodies the standardization, large scale and networking of road freight industry. Drop-and-pull transport can reduce the transportation cost, improve transport efficiency, and achieve the goal of energy conservation and emissions reduction. It gradually dispatched that all departments of provinces and cities were required to improve the understanding of drop-and-pull transport, actively implement the relevant measures to create conditions, improve factors that were not benefit for drop-and-pull transport, provide policy support to guide and effectively promote the development of drop-and-pull transport, in1996,2006,2009and2010. Currently, Drop-and-pull transport in our country is at the start and popularization stage. Scholars and governments are increasingly concerned about that jilt hang transportation healthy and rapidly develop and widely apply. Drop-and-pull transport is one of green freight demonstration project that Guangdong provincial government instructed in Guangdong province. Visibly, the research of Drop-and-pull transport has become a hotspot and focus of green transportation. Drop-and-pull transport union has greater efficiency than a single enterprise to carry out the hang transport. And the strength and size of Drop-and-pull transport union can meet the requirements to carry out Drop-and-pull transport. Visibly, the research of Drop-and-pull transport transportation union has broad application prospects and is a challenging task. This article tries to provide some useful reference for the green freight demonstration project of Guangdong province transportation hall and the Chinese logistics enterprises and relevant government departments to carry out Drop-and-pull transport. The main work of this paper has the following several aspects: Firstly, according to the characteristics of Drop-and-pull transport and the analyzing of current situation In China, by comparing the effect of energy conservation and emissions reduction and business efficiency before Drop-and-pull transport with after the transportation, the conclusion shows that Drop-and-pull transport not only can improve the efficiency to adapt to the high-speed development of the society, also has good effect for energy conservation and emissions reduction, jilt hang transportation mode is a kind of transportation mode that is worth widely popularizing and applying. Through establishing and analyzing of the prisoner's dilemma model about the cooperation of Drop-and-pull transport alliance, the conclusion shows that the after the coalition of two companies, their earnings are higher than that they don't cooperate, enterprise alliance way than business alone can not only meet the requirements of to Drop-and-pull transport, and higher yield, jilt hang transport enterprises to seek alliance cooperation is to carry out the realistic and effective means of transportation. Compared with separate management, enterprise alliance can not only meet the requirements of Drop-and-pull transport, and higher yield, jilt hang transport enterprises to seek cooperation is a way of the realistic and effective transportation. Secondly, combining the characteristics of Drop-and-pull transport, this paper presents the concrete building plan of its union. The four aspects to form the union that are preparation, construction requirements, companies choosing standard and the programs of joining in the union or dropping out, exposit formation mechanism. Through the four aspects that are the members of the rights and obligations, the costs, risks, and the decision-making system expound the alliance structure. Jilt hang transport union made the dream of small and medium-sized transport enterprises to carry out Drop-and-pull transport become a reality. Thirdly, on the basis of free competition model, this paper joins the reciprocal coefficient to successfully establish of the return model about Drop-and-pull transport union. Shapely value method was applied to define the characteristic function of Drop-and-pull transport union game, and get the income distribution scheme of it. Because the Shapely value method of income allocation does not consider risk assumed by enterprise and the degree of enterprise paying, it's inadequate. Therefore, the Shapely value method should be amended. Finally, an example deduces the allocation process of Drop-and-pull transport union benefits. The conclusion shows that allocation scheme was obtained from method of correction Shapely value more in line with reality.
