摘　　要： 目前,我国正处于“十二五”时期的第三个年头,经济高速发展,实际利用的外资金额也在大幅度的上升。早在2010年我国外资已完成“千亿”计划,这显示出外商直接投资已逐步成为我国经济高速发展的中坚力量。同时,我国对循环经济的发展制定了一系列政策,旨在解决由经济高速发展所带来的严重的环境资源问题。我国各地区都在积极的开展循环经济发展的措施,期望建设出节约型的城市,贯彻国家可持续发展战略的执行。 外商直接投资在为我国经济高速发展做出巨大贡献的同时,也产生了一些非期望的结果：带来了污染密集型的外资项目、集中投资于资源消耗较高的制造业,不仅大量消耗我国资源,还严重的破坏我国环境,对我国可持续发展战略产生了一定的负面影响。那么,外商直接投资与我国循环经济之间存在怎样的关系?外商直接投资是否能促进我国循环经济的发展?对于这些问题的研究,有可能为我国发展循环经济提供一条全新的路径选择,即通过进一步深化外资引进体制改革,明确我国循环经济发展政策的实施,实现循环经济效率的提高。 本文选取了1993-2011年19年的样本区间,首先运用数据包络分析方法中的超效率SBM模型对我国整体以及29个省区的循环经济效率进行测算,并结合我国实际循环经济状况进行分析；然后按照我国经济区域的划分标准,考察了四大经济区域内部和外部循环经济效率差异情况；最后,在效率测算的基础上,对全国范围以及四大经济区域的外商直接投资与循环经济效率进行协整分析、误差修正模型以及VAR模型分析,结果显示我国整体以及四大经济区域的外商直接投资与循环经济效率之间具有长期协整关系,外商直接投资的增加会正向带动循环经济效率的提高,且东部地区与西部地区的外商直接投资对循环经济效率促进作用最为显著,全国范围、中部地区以及东北地区的作用效果则相对较弱。 At present, our country is in the third year of "twelfth five-year" period, and the development of economic is in the high-speed, and the actual use of foreign direct investment is rising sharply. As early as in2010, China's foreign direct investment has been completed "one hundred billion" plan. It shows that foreign direct investment has gradually become the backbone of our country economy high speed development. At the same time, a series of policies on the development of circular economy in China, aimed at solving the serious environmental resources brought by the rapid economic growth. In various areas of our country are actively to carry out the circular economy development measures, expecting to build a conservation-minded city, carrying out the implementation of national sustainable development strategy. Foreign direct investment makes a great contribution to the rapid economic development of our country, at the same time, it also produced some unexpected results:brings pollution intensive foreign investment projects, concentrate the investment in the high resource consumption of manufacturing, not only consume a lot of resources, but also serious damage to our environment, has a certain negative influence to sustainable development strategy of our country. So, what is the relation between foreign direct investment and circular economy in our country? Can foreign direct investment promote the development of circular economy in China? Research on these issues, possibly provides a new path for our country developing circular economy to choose. Namely by further deepening the reform of system of foreign capital introduction, make the implementation of the circular economy development in our country clearly, and improve the efficiency of circulation economy. This article selects the sample interval of19years from1993to2011, using the super-efficient SBM model in data envelopment analysis method to calculate the efficiency of circular economy of our country and29provinces, and analyzed the results by combining the reality of our country's circular economy. Then according to the national standards of the division of economic regions, examines the four economic regions inside and outside's circular economy efficiency variance. Finally, on the basis of the calculated efficiency, from the analysis with the co-integration model, error correction model and VAR model, we obtain that foreign direct investment and the efficiency of circular economy in national region and four economic regions have a long-term co-integration relationship, and the increase of foreign direct investment will be positive impetus to enhance the efficiency of circular economy; the effect of eastern region and western region are more significantly; the national region, the central region and northeast region are relatively weak.
