摘　　要： 政府在政府主导型产业集群的形成与演变过程中处于主导地位，其政策扶持是产业集群发展的制度保障，可弥补产业集群的市场失灵和制度失效，使其发展步入正轨。研究政府在此类型产业集群中的定位与角色就十分重要。论文采用理论与实证研究相结合的方法，从政府主导的视角探索其形成动力与演进机理与作用，以及辅助集群发展等方面，分析与揭示了产业集群的发展的关键性问题，以期建立新的产业集群理论，丰富相关学科理论，为区域经济及地方产业集群的生态化发展提供理论支持与实践参考。 在相关理论分析基础上，探讨了政府主导型产业集群的形成机理，重点从成本效益视角分析了政府主导型产业集群形成动力，建立了政府主导型产业集群形成的理论模型。博弈模型分析研究表明，政府对产业集群的形成应采取适度的支持力度，政府对传统企业征收的额外税率应当小于传统企业从产业集群产生的外部经济所带来的额外收益率，借此实现产业集群企业、传统企业和政府“三赢”局面。 基于自组织理论分析了政府主导型产业集群演进机理。通过自组织演进模型分析表明，政府主导型产业集群系统，其演进方向存在多种可能性，是一种复杂的非线性关系，存在协同效应。同时借鉴Logistic模型，研究了政府主导型产业集群内共生的稳定性，讨论了政府主导型产业集群的结构模式的稳定性，以及政府主导型产业集群演进模式的稳定性条件。 最后，基于GEMS模型对政府主导型产业集群演进影响因素进行识别，通过构建相互关联的因素对，运用数学手段，对绩效水平进行量化。政府主导型产业集群演进影响因素的识别研究成果，将为后文的评价与实证研究提供基础，扩展与改进原来的GEM模型，使其更加能够全面、准确地解析政府主导型产业集群演进的影响因素。 论文提出了政府主导型产业集群的绩效评价体系。在国内外文献资料分析的基础上，通过专家咨询，剔除部分高度相关的指标，经过系列的优化筛选，确定了指标体系。基于GEMS模型的4个因素，筛选了频率较高、影响较大的36个影响指标，构成了政府主导型产业集群的绩效评价指标体系。提出并且构建政府主导型产业集群的评价模型，分析基于G1-离差最大化的组合赋权法和GEMS模型的量化评价过程。 在实证研究中，探讨了政府主导对湖南工程机械产业集群的影响。湖南工程机械产业集群的研究结果表明，其产业集群得分386分，说明湖南省工程机械产业集群处于全国上游水平，并且对影响集群的四大要素进行具体分析。通过分析湖南省2003年至2010年支持产业集群发展的税费优惠实证状况，说明政府对产业集群采取的支持政策的确能够促进产业集群的发展，即政府对产业集群所采取的支持策略是可行的。 提出了优化政府主导型产业集群发展的对策。基于政府在产业集群发展中的角色定位，提出了基于演进阶段的政府主导型产业集群政策措施，探讨了优化政府主导型产业集群发展的路径选择，丰富对分工协作制的理解，并提出促使产业集群更好发展的路径。 论文参考了产业集聚理论和系统动力学理论等理论，通过博弈模型的分析，对政府支持产业集群力度有了清晰的解析，有助于政府采取适当的措施，积极有效地消除市场失灵的影响，增进各方面利益，促进产业集群健康发展，为经济又好又快发展服务。这些学科的交叉融合与综合研究与应用，系统地研究了我国产业集群的演进动力机制。研究工作有助于丰富和发展产业集群理论，促进其与相关学科的交叉融合。 The government is in the leading position in the process of cluster formation andevolution, government policy support system is the guarantee of the development ofindustrial clusters, it can make up for the failure of industrial cluster of market failureand system, make its development track. Research on government positioning in theindustry cluster in the field and the role is very important. The paper adopts themethod of combining theory with practice, to explore the mechanism and effect fromthe government perspective, and auxiliary cluster development, analysis and revealsthe key problems in the development of industrial clusters, in order to establish thetheory of new industrial clusters, abundant related discipline theory, providetheoretical support and practical reference for the ecological development of regionaleconomy and the local industry cluster. On the basis of theoretical analysis, discusses the formation mechanism of thegovernment leading industrial clusters, mainly from the perspective of cost benefitanalysis of the motivation of the formation of dominant industrial cluster ofgovernment, established theoretical model of industrial clusters form a government.The game model analysis shows that, the government on the formation of industrialclusters should be taken to support moderate, the government should bring the extraincome is less than that of the conventional enterprises industrial clusters from theexternal economic rate of additional tax levy of traditional enterprises, realizeindustrial cluster of enterprises, the traditional enterprises and government "win-win"situation. Self-organization theory to analyze the government-led industrial clusterevolution mechanism based on. Through the self-organization evolution modelanalysis showed that, government-led industrial cluster system, there are severalpossibilities of its development direction, is a kind of complicated nonlinear relation,synergistic effect. At the same time, from the logic of Christian model, research thegovernment-led industrial cluster, symbiosis stability, we discuss the stability ofstructure pattern of government-led industrial clusters, and the government leadingcluster evolution model of industrial stability conditions. Finally, the GEMS model to identify the government-led industrial clusterevolution based on influence factors, through the construction of interrelated factors on, through mathematical means, to quantify the level of competitiveness. Thegovernment achievements identification of industrial clusters influence factors, theevaluation for the empirical study and provide a basis for extending and improving,the original GEM model, which can influence factors of comprehensive, accurateanalysis of government-led industrial cluster evolution. The paper proposed the government-led industrial cluster evaluation system.Based on the analysis of literature at home and abroad, through expert advice,eliminate some variables highly correlated, after a series of optimization screening,indicator system.4factors based on the GEMS model, the high frequency ofscreening, the influence of36indexes, constitute the government-led industrialcluster evaluation index system. Proposed and established the evaluation ofgovernment-led industrial cluster model, quantitative analysis of evaluation combinedG1-maximum deviation weighting method based on the GEMS model and process. In the empirical study, discusses the influence of government of Hunanengineering machinery industrial cluster. Research of Hunan engineering machineryindustrial cluster results show that, the industrial cluster to score386points, HunanProvince engineering machinery industry cluster in the upper level of the country, andto analyze the four factors influencing cluster. Through the empirical status of taxconcessions in Hunan province from2003to2010to support the development ofindustrial clusters, shows that the government takes on industrial cluster supportpolicies to promote the development of industrial clusters, support strategies that thegovernment adopted on industry cluster is feasible. At the same time, put forward the countermeasure to optimize the governmentleading the development of industrial clusters. The role orientation of the governmentin the development of industrial clusters based on the proposed evolution stage, thegovernment-led industrial cluster policy measures based on the choice of path,leading industry cluster development and optimization of government, enrich thecooperation of division of labor system understanding, and puts forward some paths topromote industrial cluster development. The reference to the industrial agglomeration theory and system dynamics theory,through the analysis of the game model of government, industrial cluster supportefforts to have a clear analysis, to help the government to take appropriate measures,actively and effectively eliminate the impact of market failure, improve the interests,and promote the healthy development of industry cluster, as the economy sound andrapid development of service. The comprehensive research and application of combination of these disciplines systematically studied the dynamic mechanism of thedevelopment of industrial clusters in China. The research work is helpful to enrichand develop the theory of industrial clusters, promoting the integration with relateddisciplines.
