摘　　要： 招标投标是一种有序的市场竞争交易方式，也是规范选择交易主体，订立交易合同的法律程序。我国正在有越来越多的企业采用招标的形式进行采购，招标采购是目前韶钢设备采购的主要方式。因此，企业迫切需要科学，系统和实用的理论研究成果做指导。 在设备招标采购过程中，面对纷繁复杂的供货市场，如何选择质优价廉的货物是招标采购成功与否的关键。因此评标、定标是招标中至关重要的一个环节，评标方法的合理性和科学性直接关系到整个招标结果和效果。而在目前韶钢设备招标中，评标指标体系细化、量化程度不高，评标方法多为定性评价或简单的定量评价，评标结果合理性和说服力不够。针对这样的实际情况，本文从理论与应用两方面对韶钢设备招标采购中的评标指标进行研究，并建立评价指标体系模型。 建立评价指标体系模型是进行综合评价的前提和基础，因此本文首先对韶钢设备招标的评标因素进行了分析和研究，提出了建立该指标体系的原则，描述并分析了科学地建立指标体系的过程及方法。其次，运用专家调查法、层次分析法等方法建立了指标体系模型。最后，本文还对韶钢设备招标评标进行了应用研究，对韶钢设备招标采购项目进行了实例分析，验证了所建立评标指标模型的可行性和有效性。 Bidding is a market transaction mode in an orderly way, but also regulate the choice oftrade subject, legal procedures to make the transaction contract. Our country is more and moreenterprises adopt the form of tender procurement, procurement is the main way of ShaoguanIron/& steel procurement of equipment at present. Therefore, enterprises need scientificguidance system, and utility theory. In the equipment procurement process, in the face of the complicated supply market,how to choose the high quality and low price of the goods is the key to the success of biddingprocurement. Therefore, evaluation, calibration is a crucial link in bidding, bid evaluationmethod is reasonable and scientific is directly related to the bidding result and effect. And atSISG equipment bidding, bidding evaluation index system, quantifying the refinement degreeis not high, most tender evaluation methods are qualitative or simple quantitative evaluation,the evaluation result is reasonable and not convincing enough. According to the actualsituation of the evaluation index, the bidding and purchasing in Shaoguan Iron and steelequipment in the study from two aspects of theory and application, and establishes evaluationindex system model. To establish the model of evaluation index system is the premise and basis for thecomprehensive evaluation, this paper evaluation factors in Shaoguan Iron and steel equipmentfor analysis and research, proposed the establishment of the principles of the index system,description and analysis of the scientific establishment and the indicator system method.Secondly, by using the analytic hierarchy process method to establish the model index system.Finally, this paper also researched the application of the bidding equipment in Shaoguan Ironand steel, Shaoguan Iron and steel project bidding and purchasing equipment for example,verifies the feasibility and validity of the evaluation index model.
